This paper firstly describes the development status and development trend of rural power grid. Currently rural power grid in China has some problems, such as weak network structure, lower power distribution reliability, high loss, low power quality, obsolete equipment, low automation level, high electricity price level, great gap of reconstruction funds etc. The rural power supply capacity and supply conditions can not meet the growing demand for electricity in rural areas. Combined with the development experience of foreign rural power, China's rural power intelligent building is inevitable. Adhering to the "safe and reliability", applicable technology, less maintenance energy conservation and environmental protection", combined with the whole-life cycle project management theories, this paper expounds the scope and content of project management of rural power grid intelligent construction from stage division, construction management WBS, construction management process of rural power grid intelligent construction. The intelligent construction of rural power grid is a general trend of rural power grid construction development and from three aspects, management mode, operation and maintenance mechanism, safeguard mechanism, this paper describes the management mode and operation mechanism of rural power grid intelligent construction based on whole-life cycle project management theory. Luanping is a typical representative of Chinese rural areas. According to a smart power grid construction project in Luanping, and based on the development status and the practical problems of Luanping rural power grid, this paper proposes a rural smart power grid construction project management program. This program could make the development of the Luanping rural power grid more scientific, rational and standardized. The rural distribution power grim structure will be more optimization, so that the transformation of the power grid could combine with local economic development, satisfy the electricity needs of society and make a strong advanced and economical power grid. This paper establishes a systematical and targeting whole-life cycle smart power grid construction management program, which reflects the group, intensive, lean, standardization of the rural power grid. It will also expand the ideas and vision of the government, and enable the development of the rural power grid towards a strong and reliable, cost-effective, clean environment, transparent and open, friendly and interactive direction.
