Heilongjiang Province covers an area of 473,000 square kilometers,and its vast land contains abundant tourism resources.Especially in rural tourism,Heilongjiang Province has many advantages,such as location,natural resources and so on,Promoting the poverty alleviation of Heilongjiang tourism industry is of direct significance to the economic development of the whole province.Since China’s precise poverty alleviation has entered a critical period,many problems have emerged one after another,which has caused great constraints on China’s ambitious goal of winning in 2020.President Xi Jinping clearly pointed out in the report of the Nineteenth National Congress of the Party on October 18,2017 that solving the problems of agriculture,countryside and farmers should be the top priority of the Party’s work and implementing the strategy of rural revitalization.At present,the poverty alleviation of tourism industry in Heilongjiang Province has just entered the stage of growth,so there are some problems in different degrees,such as lack of effective combination of poverty alleviation and tourism industry,insufficient overall planning,too single form of tourism poverty alleviation products,insufficient investment and lack of necessary tourism infrastructure.The root cause of these problems is the misuse of government tools in the process of poverty alleviation in the development of tourism industry.This paper puts forward some countermeasures and suggestions on the use of government tools for poverty alleviation and development of tourism industry in Heilongjiang Province,so as to help the sustainable development of poverty alleviation of tourism industry in Heilongjiang Province.Based on the theories of public goods,public governance and collective action,this paper uses the methods of literature research,comparative analysis,systematic analysis and other scientific research and analysis to analyze the current situation of the application of government tools for poverty alleviation in tourism industry in Heilongjiang Province.Based on the analysis of the current situation of the use of government tools for poverty alleviation in tourism industry in Heilongjiang Province,this paper reveals the problems existing in the use of government tools for poverty alleviation in tourism industry in Heilongjiang Province,such as insufficient role of voluntary organizations,inadequate government supervision.Inadequate management of tourism information,and so on.Chaos,the government’s reduction of market space and the imperfect information transmission mechanism explain the reasons for the problems in the use of government tools for poverty alleviation in Heilongjiang tourism industry.Through consulting a large number of documents and materials,this paper draws lessons from the use of advanced government tools for poverty alleviation in tourism industry at home and abroad,such as the use of socialized means for poverty alleviation in Indian tourism industry,the use of mandatory tools for poverty alleviation in American tourism industry,and the use of market-oriented tools for poverty alleviation in South Africa tounsm industry,etc.,and draws a conclusion that poverty alleviation in tourism industry is characterized by prominence of poverty allev Enhance and coordinate the relationship between all parties involved in poverty alleviation in tourism industry.Finally,according to the actual situation of the use of government tools for poverty alleviation in tourism industry in Heilongjiang Province,this paper puts forward some countermeasures and suggestions on the use of government tools for poverty alleviation in tourism industry in Heilongjiang Province from four aspects:promoting the use of voluntary tools,highlighting the role of regulatory tools as compulsory force,giving full play to the role of market tools as incentives,and strengthening the influence of information tools.
