In recent years,various emergencies have occurred frequently on a global scale,posing serious threats to the survival and development of mankind and the stability of society.After an emergency occurs,how to take the lead in carrying out accurate rescue in the city,reduce losses in the disaster-stricken area,meet the daily needs of the disaster-stricken people,and buy time for external rescue is the first problem to be solved.The research in this thesis is based on the secondary material dispatch structure of "Assembly and Distribution Center-Disaster Point".The main research contents are as follows:(1)After an emergency occurs,material preparation is very urgent in a short period of time,and the information cannot be updated in real time.Therefore,it is first necessary to estimate the overall emergency material demand and provide data reference for the rear material support.This thesis proposes emergency materials based on case-based reasoning.Demand analysis method,according to the method provided in this thesis,you can establish a corresponding case library and find the case that best matches the target case to predict the emergency supplies of the target case;for the phenomenon of many types of emergency supplies and unclear priority,this thesis The fuzzy comprehensive evaluation method is applied to the classification research of emergency materials to reduce the occurrence of material waste and ensure the priority delivery of high-priority materials.(2)For the urban emergency material dispatch problem,this thesis firstly starts from the two dimensions of the number of material users and the usable time of material inventory,constructs the urgency of the demand at the disaster site,and then maximizes the weighted sum of the use demand satisfaction rate and minimizes the rescue time.As the objective function,construct a suitable mathematical model to make it possible to take into account the fairness and efficiency of material scheduling at the same time,to accurately match supply and demand,and to solve through calculation examples to obtain the best emergency material scheduling plan,and use limited resources.The greatest effect is to minimize the loss of the disaster-stricken point.The research results of this paper can provide reference for my country’s urban emergency rescue work to further improve emergency rescue efficiency,disaster relief satisfaction,reduce economic costs and disaster losses,and continuously enhance my country’s urban emergency rescue capabilities.
