Performance Evaluation Research Of Integration Of Xiaoshan And Urban Area Of Hangzhou

With the progress of science and technology,the improvement of social productive forces and the increase of economic level,the city has become a necessary process in the development of human society.And in China,since the reform and opening up,the eastern coastal areas have brought about a large number of population,rapid economic development and speedy social change,which make them meet massive urbanization.During the process of urbanization,the integration between the rural areas or the suburbs and the main urban areas is the key step for the former to urbanize and integrate into the city,and it is also the necessary process for the latter to expand the scope and upgrade itself.This research takes Xiaoshan District as the object of study,and focuses on the performance evaluation of the integration process between Xiaoshan District and the main city of Hangzhou after the repeal-county-and-set-up-district policy(abbreviate as RCASUD below).Xiaoshan was RCASUD into the main city of Hangzhou in 2001,which is the early case an early case of administrative division adjustment in our country.And it's been 16 years to today,during which data can be selected and analyzedrelatively abundant.As one of the top 100 counties of China in history,compared to the general rural areas,Xiaoshan is much closer to the central city in economic base,urban construction,social services and other aspects.So through the analysis of the integration process between Xiaoshan district and the main city of Hangzhou,it can reflect the outstanding problems of this process.In addition,with the expansion of the scale in Hangzhou,Fuyang and Ling'an have alsobeen incorporated into the main city by RCASUD in recent years,which can also provide a paradigm for related studies by this research.Combined with the existing research experience and a certain index selection criteria,this study establishes a set of indicators system containing 4 major categories and 15 indexes,and using comprehensive analysis and analytic hierarchy process(AHP)and other tools to determine the specific weight of the indicators in the system.Through collecting the relevant index data of Xiaoshan district andthe main city of Hangzhou from the year of 2004 to 2015,and applying the index system for empirical analysis,the study find that the integration degree between Xiaoshan district and the main city of Hangzhou is deepening by years,but the relevant indicators of economic integration and ecological integration have not changed significantly at the same time,the relevant indicators of administrative integration and economic integration still have greater room for improvement.And these phenomena may be caused by the differences on historical,geographical,administrative,economic and other factors between Xiaoshan district and the main city of Hangzhou.In view of these problems and the short board,this research also puts forward some countermeasures and suggestions to further enhance the integration degree between Xiaoshan district and the main city of Hangzhou.The possible innovation of this study lies in:First,combined with the example ofXiaoshan RCASUD into the main city of Hangzhou,the study nested the concrete data collected for many yearsinto the index system for empirical analysis,fill the blank between the suburbs and the main city.Second,using AHP and data analysis tools,the study overall measures the degree of integration,overcomes the singleness of evaluation content,and provides data support for comprehensive understanding and evaluation of the integration process and the analysis of existing problems and propose solutions.Third,basing on the existing index system construction rules and selection content,by means of objective comparison and subjective correction,optimize theintegration establishment process of the index system between the suburbs and the main city,and improving the effectiveness and scientific of the index system.
