The Research Of The Predicament And Countermeasure For Private House Construction In The Rural Areas

With the increasing land demand for private house construction in the rural areas and the enhancement of farmers' property rights consciousness,the prominent contradiction between supply and demand for rural private housing has become a hot social concern.Because of the imperfections in legislation and approval procedures,as well as the issues left over from history,obtaining approval for private house construction in the rural areas still face many difficulties currently.From the concept of approval procedures for private house construction in the rural areas and the changes in relevant government policies,this paper presents a case study in Jiaochen District,Ningde City,aiming to reveal the predicament and countermeasure of the rural private house building.The main contents are as follows:First,the social background and the current situation of the private house construction in the rural areas and its approval procedures are analyzed;the implication and the research method of this study are then introduced.Second,the concepts and the characteristics of the countryside homestead and private house construction in the rural areas are presented,as well as their approval procedures and the historical changes in relevant policies issured by the central government and local government(Ningde City or Fujian Province).Third,problems relating to the rural private house construction in Jiaochen District,Ningde City are presented through field investigation and public management theory analysis:1)the land administrative law and regulations lag behind the social economic development,2)the management system is incommensurate the current situations of rural private housing,3)the lack or lag of planning for village and town construction,as well as the mismatch between urban planning and rural planning,4)the cumulating historical problems resulting from the tenure system of government officials.Fourth,improving countermeasure for the approval procedures for private housing in the rural areas are proposed:1)further improve relevant laws and regulations;2)further clarify the functions of administrative and approval inside the government departments,3)further implement policies for the overall land of land utilization and urban and rural planning,4)innovations in approval procedures for private house construction in the rural areas.
