Although the manufacturing industry in our country has made great strides in recent years,the gap with the world's advanced level is still obvious.The technological catching-up of manufacturing industry is imminent.The complex products in the manufacturing industry have increasingly become the "asset-backed technology asset" of the modern economy and the culmination of the national independent innovation strategy.The technology catching-up of complex products is even more strategic.Existing research on technology catching up seldom focuses on complex products.This article uses the method of longitudinal study of single case to explore the catch-up process of China's high-speed rail technology and the law behind it,and then based on the existing literature research,extensive collection of relevant information.The differences between complex products and general products are discussed from the technical characteristics and market characteristics of complex products.On the basis of this,the general process model of technology catch-up for complex products is analyzed and the model is amended with the catch-up process of China's high-speed railways.The study finds that due to the characteristics of "duopoly market"and the politicized market,as well as the technical characteristics of high-tech barriers and technological trajectory stability,the complex products need to cooperate more in the process of technology catching-up.The most important one is the government,integrators And research institutes.According to the technical and market characteristics of complex products,the government should provide technological support for technical catch-up of complex products and protect the market;integrators should combine independent research and development with introduction and absorption to follow the path-following technology catch-up approach;In theory,it guides the technical innovation of complex products and carries out the corresponding basic research.Specific conclusions are as follows:(1)This article summarizes the general process model of technology catch-up for complex products.The technology catch-up in complex product industries needs to first consider the characteristics of the international technology transfer and complex product industries.From the differences between complex products and general products,we can find that the characteristics of complex products are mainly reflected in the markets and technologies.These characteristics will influence the choice of tactics by governments,integrators and research agencies in the process of technology catching-up.The synergies between the three promote the process of technology catching up.The success of the technology catch-up process is finally tested by the success of complex products produced by integrators in the marketplace.(2)Technical catch-up of complex products is a multi-agent interaction process.In the process of pursuing complex products and technologies,the three main bodies of government,integrators and research institutes work together to promote the process of technology catching-up.In the process of technological catching up of complex products,the government first conducts industrial policy guidance,and then through financial support,and controls the market.In the process of technology catching up,integrators should first choose the path-following technology to catch up with each other,and at the same time integrate the independent research and development with the introduction and absorption to form an autonomous system integration capability.Research institutions in theoretical research will guide the conduct of enterprise research and development,while assisting integrators engaged in the corresponding basic research.(3)Technology catch-up of complex products Follow the path-following technology catch-up mode.The path-following technology catching-up mode emphasizes that the developers follow the technological development path of the initiator to catch up with the technology and shorten the gap with the initiator by using the advantages of the back-end to achieve the purpose of technology catching-up.General Products As technology continues to evolve,easy replacement,complex product system with the continuous improvement of technology,in local subsystems or some modules will add new features or functional upgrades.However,as a complex system,the whole product involves many disciplines and technologies,requires long-term accumulation of technology to digest the basic knowledge,and therefore,its overall update speed is slower.Therefore,the technical chase of complex products should adopt the path-following mode,absorb the technology from the pre-emptive place,and add its own technology accumulation and re-innovation to achieve the purpose of technology catching-up.
