At present China is in economic transition period, by labor comparative advantage for international competitiveness competition (i.e., cost) of Chinese manufacturing industry is very meager profits return. China must change the development mode in China by manufacturing powers to innovation power in the process of transformation, which is from cost competition to Schumpeter’s process, is a realistic way which accords with the situation of China.First of all, in this paper, the "technological frontier" has carried on the preliminary definition of economics, namely the technological frontier is to point to by innovation, technology innovation, system innovation and management innovation), as a result of total factor productivity growth make the economic subject is in a state of competition advantage, the technological innovation is the main power to boost the growth of total factor productivity. This article is based on cutting-edge technology to catch up with path, whether it is to catch up with the technological frontier or technological frontier propulsion essence is the total factor productivity growth. Due to the different overtaking model or path will be at different stages of development show different forms, therefore, this article from the main propulsion technology catch-up are imitation, imitation innovation and independent innovation, the three ways. Accordingly, imitation and corresponding to the imitation innovation is a country to choose investment model, and independent innovation mode is that a country’s innovation model. By using DEA-Malmquist index method of technology innovation, pure technical efficiency and scale efficiency decomposition of three items in conformity with the different overtaking model or path, is about to make a different in different stages and surpass the mode contribution to promote the growth of total factor productivity.In this paper, the United States, Britain, Japan, South Korea, China, Malaysia, Thailand, India, Brazil, Mexico,10samples of significant features of national data from1991-2013the empirical analysis of TFP and its decomposed technology innovation, pure technical efficiency and scale efficiency values.Results show that the relative to other countries, China relies mainly on the technical innovation to improve total factor productivity, thus promote its own technology to the frontier technology, and the catch rate is rising steadily but Chinese significant complementary relationship between technological innovation and scale efficiency, and the size of the degree of fluctuation rate is greater than the technology innovation efficiency. Scale efficiency and technology innovation efficiency of reverse change has weakened the scale efficiency and technology innovation alone all elements of productivity, which slows down the total factor productivity growth, which slowed down to a certain extent in China in the process of technological catch-up; But there was no significantly shortened and the gap between the technological frontier countries like the United States and Japan, and Chinese total factor productivity growth in the period of volatile, the reason is that compared to the frontier national technical ability accumulation obviously insufficient in China. While compared with other emerging countries, Chinese technological catch-up path to promote faster, showing a certain advantage, but the introduction of existing technology digestion and absorption ability is weak.According to the study of the results, this paper argues that China should pay attention to technical ability to accumulate and increase the speed of technological innovation; In the process of economic transition, China should optimize the environment of the system of technology innovation. Attention of the world’s cutting-edge technology development situation, grasp the technology paradigm change, finally succeed to catch up with the technological frontier.
