A Study On The Dynamic Trend Of Ecological Civilization In Three Northeaet Provinces

With the urbanization picking up speed and the industrial civilization gradually in progress,as China's economy has entered into a “new normal”,there are many dramatic problems that have to be considered seriously,such as environmental destruction,ecological imbalance and the shortage of natural resources.At present “ecological civilization” has become a buzzword at the momentary political and academic circles,which contributes to further theoretical research of the scholars throughout the world.Based on this global context,in the 18 th CPC National Congress,the construction of the ecological civilization was put forward to an unprecedent strategic view.The great concerns has been aroused as a result of the drastic fall of the development in northeastern regions of China in recent years.What happened in north-eastern China has even been called “a cliff-like drop”.The “New Northeast Phenomenon” under the new normal relates to the realization of ecological civilization strategy and thus it is of great significance.North-eastern China is one of the most important ecological protective regions.The construction of ecological civilization is improving constantly,since three northeastern provinces,Heilongjiang,Jilin and Liaoning have implemented the plan of construing ecological provinces.But at the same time there are still lots of challenges to face.Therefore,the research and study of ecological civilization construction in the northeast regions of China is the key issue that should be highly concerned.Based on drawing on the experience of the evaluation index systems of ecological civilization in present at home and abroad,this article sets up an evaluation index system of ecological civilization construction which suits for north-eastern China,following the basis of the fundamental principles of the ecological civilization construction,and makes an option of 16 evaluation indexes in accordance with the condition of ecological society,ecological economy and ecological environment.The article figures out the conditions of each province in northeast regions of China with the method of entropy and the index of ecological civilization construction.In the process,the prediction model of ecological civilization in north-eastern China is set up to make aprediction analysis for north-eastern China over the next few years using the gray system GM(1,1),with regard to their index from 2006 to 2015.This article is discussed in five parts:Part One: This part is the introduction of the article.The research background,the objective and significance,the research status at home and abroad,the methodology and the technical routes are introduced.Part Two: In this part the related theoretical basis concerned with ecological civilization construction in north-eastern China is explored.And the concept of the ecological civilization,the content of the construction and the characteristics of the ecological civilization are explained in detail.Part Three: This part makes an assessment of the level of ecological civilization construction in north-eastern China.It then assures the weight with the method of entropy.The status at present in north-eastern China is analyzed and evaluated,according to the overall score by the result of the computational formula of ecological civilization construction.Part Four: This part predicts the tendency of ecological civilization in north-eastern China by the model of gray GM(1,1).Part Five: In this part the suggestions for ecological civilization in north-eastern China are put forward,with respect to the construction of ecological economy,ecological environment and ecological society.The details are as follows:(1)To take a new road to industrialization,to optimize and upgrade traditional industries,to constructing ecological agriculture system,to promotion of eco-agricultural model,to thoroughly implement the concept of green development,and to vigorously develop ecological services,in order to improve the ecological economic civilization in research areas.(2)In order to improve the environment and ecological civilization construction in north-eastern China,some measures are made as follows: strengthening ecological protection,preventing and controlling of environmental contamination,increasing investment in environmental protection,enhancing the level of environmental protection technology,attaching the importance to inter regional cooperation,strengthen the construction of policy supervision system.(3)To build ecological civilization,several measures are put forward: the increaseof financial input,the strength of infrastructure construction,the promotion of education and the social civilization construction.
