The world economic recovery slowed down,China’s economic growth into the new normal,the world’ s oil and petrochemical market demand growth slowed down significantly,with the market to speed up the liberalization of the upper and middle reaches of the whole industry chain competition will become the norm.In the new normal and industry trough superposition background,enterprise development quality and efficiency is not high,big but not strong not outstanding problem is more and more prominent.In order to enhance the performance of government-owned petrochemical retail enterprises,control of prime cost would be critical along with the undergoing of national economic reforms and marketing competition mechanism.Particularly,costs of human resources are the most weighted expenditure to impact the net profit of petrochemical retail enterprises.As the terminal of the whole industry chain,implementing a sophisticated mechanism to control costs of human resources would be extremely important for retail enterprises.In thesis,based on reviewed literatures related to theories and models of human resources costs control,and analysed human resources cost control strategies from 2013 to 2015.used in retail enterprise A,a new human resources costs control model,named PDCA,has been proposed.In addition,according to the weaknesses and problems in the current strategies used in enterprise A,a series of suggestions and improving plan have been proposed to increase the ability of human resources cost-reduction for the enterprise.Meanwhile,those suggestions and plan would be helpful for other retail enterprises in petrochemical industry. |
