The Implementation Effect And Optimization Suggestions Of The Basic Pension Plan For Urban Workers In Shaanxi

Pension plan hair play a key role in China’s construction of the pension insurance system,pension payment is reasonable to a certain extent determines the urban workers’ basic pension level,related to the vital interests of the establishment of urban workers,urban workers’ basic pension system implementation plan hair method,is of great significance for the steady the development of the current old-age insurance system in china.In Shaanxi Province,the basic old-age insurance for urban workers,the basic pension insurance system reform since 2006,the level of the basic pension for urban workers has been improved,the social fairness has been highlighted,but a lot of problems in the implementation process,such as the approach with the original approach to the transition problem etc.The literature research method,empirical analysis and normative analysis,the basic pension for Shaanxi urban workers issued the measures for the implementation effect and optimization suggestions were studied.First of all domestic and foreign related research literature is reviewed,the basic pension insurance related concepts and theories are summarized,which lays the foundation for further analysis,development and evolution of the Shaanxi urban workers basic pension plan hair method was analyzed,using field survey data,the structure and effect of plan hair method analysis of the quantitative analysis of the basic pension,according to the basic pension for urban workers in Shaanxi main problems existing plan,put forward the corresponding policy recommendations,has some practical significance for Shaanxi made the urban workers’ basic pension,but also can provide a reference for other areas of our country,has good practice.The main conclusions of this paper are:first,Shaanxi as the country’s first pilot provinces to carry out the basic pension reform of urban workers,the main experience of the industry as a whole stage and the integration of account.Second,in the implementation of the new approach,the incentive mechanism is more obvious,the replacement rate tends to be reasonable,effectively promote the rational flow of labor in Shaanxi Province,social equity has been a greater degree of expression.Fourth,the basic pension for urban workers in Shaanxi main problems existing in the design,can take the following measures:optimize the basic pension plan hair method,study and formulate more reasonable pension plan hair base,to further standardize the project to solve the reasonable method and original methods of transition etc.
