In the event of an accident,we recognize that it is not only significant economic losses but also serious environmental pollution will be the cause of the high risk of petroleum operations.Therefore,risk management is critical for petroleum enterprise.It has top priority for petroleum enterprise to establish the risk management system and risk control mechanism according to the features of the petroleum operations to meet the needs of modern management,the management problem in distribution link has become important research field and focus on supply chain management.As the Yemeni refined oil wholesale and retail markets have been opened,foreign oil firms bringing a strong capital advantage come into the domestic refined oil market,besides the domestic refined oil-retailing magnate and private oil firm's participation,the new refined oil market pattern is formed.In this new competitive environment,improving the management level of oil distribution network becomes an important way to improve the competitiveness of oil companies.Thus,the research on constructing and optimizing the distribution network of petroleum products has a certain theoretical and practical significance.In this paper First,we discuss the risk management of petroleum enterprise and presents some specific recommendations and measures with the actual situations.The VIKOR method is one of the well-known MCDM methods that ranks substitutions,and it determines the best solution that is the closest to the ideal,and the alternatives are estimated according to all established criteria.Second,a significant number of related literature based on supply chain and distribution network management theories are consulted,the goal and principle of constructing the oil distribution network are described,the network architecture types and its operative characteristics of petroleum products distribution sectors are analyzed,the main point task to build oil distribution network is clarified.All of the above have laid a theoretical foundation for the next research on construction risk management of petroleum products distribution network.Based on the above theoretical risk management analysis,partner comprehensive evaluation risk indicator system of oil distribution network is established,and its theories which can distinguish "unknown" and "uncertain" is introduced.The data fusion technology in evidential reasoning approach is used to evaluating the risk management using VIKOR methods of candidate oil marketing companies,and the final evaluation scores and sequence.Then the oil depot location-allocation risk management model and location-routing model aiming at the minimization of the total cost including oil depot location cost and distribution network operation cost are establishedThe conclusion of this paper can be shown as follow:the experiences of major projects of the past in Yemen show that one of the primary factors of failure in projects is a lack of sufficient attention to the presence of uncertainty and risk management in projects.On the basis of the location-routing model,this paper presents VIKOR methods,in which qualitative indicators calculated using the proposed VIKOR method.And after a comprehensive assessment by qualitative evaluation,the final decision results can be obtained.And at last,identifies the risk management of petroleum enterprise projects and oil distribution network from Aden refinery to other location destination is evaluated with the proposed model,and the final evaluation results prove the validity of the theories and models proposed in this paper.
