Distribution network directly faces the power customers,and it is not only a key link of the construction of the “strong smart grid” plan,but also the important public infrastructure of the economic and social development in China.In recent years,the investment in distribution network has been increased,and the development of the distribution network has made significant achievements.Under the background of the rapid reform and development of the national grid,the power enterprises in china bear the historical mission to construct,retrofit and upgrade the distribution network.Many risk factors exist in the implementation process of the distribution network project.These risks will not only directly or indirectly affect the security and stability of the progress of the distribution network project,but also impede the healthy and stable development of the power enterprises.In order to reduce the effects of the risks,this paper will further research on the risk management and control in the process of the construction and retrofit of the distribution network project based on the characteristics and demands of the distribution network project.In addition,this paper will also propose the suggestions to improve the risk management of the distribution network project for the power enterprises.This paper selects the distribution network project of the power enterprises as the research object,and expounds the significance the risk management of the distribution network project as well as summarizes the existing research contents and methodologies both in China and abroad.Through the research on the theory of the project risk management,the paper has identified that the risk identification,risk assessment and the risk response are the three main process of the project risk management.By analyzing the characteristics of risks in the distribution network projects,this research has focus on the risk identification in distribution network project and create a risk assessment indicators for the distribution network project of the power enterprises by using the analytic hierarchy process as well as the controlled interval and memory models methods.After that,the paper evaluates the risk levels of the H distribution network project of a power enterprise by using the analytic hierarchy process to determine the weighs of the risk factors in the project and the controlled interval and memory models.In accordance with the results of the evaluation,the paper proposes the targeted suggestions to the H distribution network project for the risk management and control.This paper is building a risk management and control model by combining the qualitative and quantitative research methods together for the distribution network project of power enterprises through risk identification,risk assessment and the risk response.This model will not only benefit the risk management and control of the distribution network projects,but also provide an excellent reference for the risk management of other projects in the power enterprises.
