Study On Management Synergy System Between Maternity Insurance And Medical Insurance

In the last decade, medical insurance system has been reformed and improved in order to provide a better medical care to all citizens. However, people have been paid less attention on maternity insurance for a long time despite the fact that it is also an important insurance system among the entire social insurance system. As a result, the development status fall far behind of medical insurance system. Similarities between maternity insurance and medical insurance occur in many aspects. Introducing the management synergy theory into maternity insurance management system and medical insurance management system will theoretically propel the development status of these two systems.This research compares and analyzes different development status of maternity insurance system and medical insurance system of major countries around the world. It turns out that maternity insurance is within medical insurance in most international countries. Chinese maternity insurance and medical insurance are separated into two distinct systems; however, there are many similarities when to apply these two insurance systems. On the base of management synergy theory and exploring the real maternity insurance and medical insurance status of Xingtai, Hebei, this research aims to find out the possibility of synergy. It indicates that possibilities of management synergy occurs in policy objectives, management agencies, ect. The model of maternity insurance and medical insurance management synergy by using management synergy theory is established in order to clearly discuss and analyze the aspects of policy objectives, organizational operating and specific synergies. The result shows that management synergy is able to prompt the development status of maternity insurance and medical insurance. In order to optimize the positive effect.In order to maintain the stable operation and aiming at the obstacles and choke points which block the development of management synergy system between maternity insurance and medical insurance, the pertinent suggestions, improving and unifying the pool fund level of maternity insurance and medical insurance, and expanding the coverage of them, unifying the payment way of the charges and creating the information systems of management synergy system between maternity insurance and medical insurance. And the author hopes that these suggestions could do some promoting effects to the healthy development of maternity insurance and medical insurance.
