In our country by the reform of state-owned enterprises directly promote the"combination of social pooling and individual accounts" modes of medical insurance system has been successfully operated for more than 10 years,its applicability is very strong,from the point of view of design intent,serious illness to take social pooling,ailment rely on individual accounts to pay,the insured person regardless of the size of the disease can be to guarantee medical service,breaking the "eating from the same big pot" phenomenon,reflecting the principle of fairness,to realize the smooth transition of the old and new medical systems.But in practice in the process,because of the nature of personal accounts of private sexual breed effect of increasing the value of unsatisfactory,accumulation function is not achieved,the insured medical pressure,coupled with the management more complex,audit supervision is difficult to implement,personal account irregularities or even cash appear repeatedly,and at the beginning of the reform set the target is incompatible from the.In this paper,we will take Wanzhou medical insurance individual accounts system as an example to research.After collected a big mass of related documents in home and abroad,we use theory of welfare economics and equity as basic theories and we adopt questionaire survey,method of quantitative analysis and field investigation methods,we analyzed the present situation of medical insurance individual accounts system.And then we enumerate cases to study its causes and our reflection,at last we give some advice to improve medical insurance individual accounts system construction in four aspects which consist of improvement of medical insurance individual accounts system,innovative individual account management tools,strengthen the system of publicity,and improve the quality of the medical insurance individual accounts staff,for Chongqing medical insurance system sustainable development to lay the solid foundation.
