Research On The Government Behavior During The Development Of Suzhou Taihu National Tourism Resort's Tourism Industry Cluster

With the development of the society,the continuous improvement of people's living standard,the advanced maturity of information technology,the commercial groups like restaurants and the hotels which gather at scenic spots gradually form the regional agglomeration of the tourism relevant industry.As the most powerful promoter of the tourism industry cluster,the government plays an important role in the development of tourism.This article takes the government behavior during the development of Suzhou Taihu National Tourism Resort's tourism industry cluster as a research object.It reviews the role played by the government,the functions of the government and the domestic and foreign scholars' research on government behavior during the development of tourism industry cluster.It expounds the research purpose and significance of this article as well.Through the concept of the tourism industry cluster,the definition of government behavior and the description of the content and characteristics,from the perspective of public choice theory,sustainable development theory,market failure theory and Michael Porter's "diamond model",it sets orientation for the government behavior in the development of tourism industry cluster and defines the government's function.Then it leads to the performance and the existing problems of government behavior during the development of Suzhou Taihu National Tourism Resort's tourism industry cluster,analyzes the factors that influence the government behavior,and puts forward some countermeasures and suggestions to optimize the government behavior on that basis.Starting with five aspects of management system reform,macroeconomic regulation and control,the promotion of public services,tourism market regulation and sustainable development,it promotes sustained and sound economic development of Suzhou Taihu National Tourism Resort's tourism industry cluster.
