Project Rating Tools In The Application Of Fiscal Expenditure Performance Evaluation Research

With the global booming of New Public Management movement, New Performance Budgeting has been conducted around the world. As the latest trend of public budget reform, New Performance Budgeting is trying to build direct or indirect connections between public expenditures and results, which would make the government more accountable. In China, the results-orientation rooted from new performance budget has influenced the practice of public finance. The performance evaluation on fiscal expenditure has been used to connect performance and budget.This paper focused on the Program Assessment Rating Tool (PART), studied how it worked in the performance evaluation on fiscal expenditure, analyzed indicators which have impact on its effects. This research introduced a case of Performance Evaluation Program on Grants of Zhangjiang High-Tech Zone. The paper studied how PART worked in a particular performance evaluation program, figured out that the use of PART was affected by environment. Several practical problems hindered the practice of PART. To make full use of PART, it is necessary to put it under political and practical environment.
