With the development of financial market,the functions and effects of insurance are being more and more important in the financial system.The essential principle of insurance is mutual assistant.It means this mechanism will help residents to anticipating risk and protect their quality of life.According to CCTV '2016 China economic life survey',the insurance has become the most popular investment of Chinese willingness;the People's Daily also publish relevant reports that the insurance development will accelerate the process of poverty alleviation;Premier Li Keqiang has mentioned 11 times about insurance content in Report on the Work of the Government in 2017 and he also emphasizes the importance of the insurance function in the development of agriculture.In addition,with the implement of 'Health Insurance Tax Policy','New Country Ten;and other policies,the insurance has become an indispensable part of people's daily lives.In 2015 the total GDP of Chang Zhu Tan city group accounted for 79%in the whole province,which has an important economic significance in Hunan.However,the development status of insurance of this city group is still at a low level,like its insurance density and depth,about 988.03 yuan and 2.03%respectively,which has a great difference from national average datas,about 1797 yuan and 3.59%respectively.The reason is that the majority of vulnerable groups have limited awareness of insurance services,the lack of insurance awareness,coupled with limited insurance products designed for such groups in the market.Therefore,it is of great significance to accelerate the development of the regional insurance industry.This dissertation selects 8 cities as the research sample in the ring of Changsha Zhuzhou Xiangtan.Insurance density,insurance depth and financial indicators are used as research dates which refer to "Hunan Statistical Yearbook" and local statistical bulletins from 2011 to 2015.Through the statistical analysis and panel data regression,this article will discuss on two parts.The first,it will support basic security that the local residents can meet their financial demand;The second,it will indirectly effect on local residents' consumption level and loan demand.The empirical results show that the promotion of the popularization of insurance in the area of Chang Zhu Tan area can affect the life of the residents from two aspects.On the one hand,insurance can improve the level of income,narrowing the gap between urban and rural areas for vulnerable groups;in addition,can improve social welfare,especially for rural residents to enjoy similar city residents' medical and pension services,which promotes social stability.On the other hand,to carry out inclusive insurance will help local residents to release their saving and enhance the level of consumption and investment,which improves their quality of life.When the insurance protect the period,it will benefit the recovery of loans of financial institutions,which enhances the low income groups financing availability.This is significant to promote the development of Inclusive Finance.However,there are still some problems in the process of popularization of insurance such as:information asymmetry between supply and demand,insurance penetration difficulty,the primary stage of insurance market,which will greatly affect the development speed of inclusive insurance.Therefore,in order to break through the bottleneck of the development of inclusive insurance,I believe that on the one hand,we should strengthen the local digital information management;on the other hand,to promote the cooperation between the various agencies to accelerate the development of inclusive insurance market.This will promote the economic development of Hunan market and social stability.
