Research On The Effect Evaluation Of The Transfer Policy Of Basic Endowment Insurance In Jinchang City

In recent years,the coverage of China's endowment insurance system has been expanding,and the level of security has been improving.At the same time,the Interim Measures for the transfer and continuation of the endowment insurance system have been established,which provides a solid foundation for the transfer and continuation of China's endowment insurance system.As endowment insurance is related to personal interests,with the rapid increase of the number of floating population,the diversification of the insured groups,and the continuous enrichment and improvement of the endowment insurance system,the transfer and continuation of the endowment insurance relationship has increasingly become a public concern.In recent years,with the establishment and development of endowment insurance transfer and connection system,the use of information transfer and connection platform,the transfer and connection work has made great progress in operation,management and networking.Jinchang city has been actively carrying out various transfer policies for a long time,but there are still problems in the process of actual handling,such as low transfer efficiency,loss of rights and interests,and low satisfaction.Based on the labor market segmentation theory,equity theory,residents' satisfaction theory,i.Using literature analysis and key performance indicators,this paper designs performance evaluation index system from four aspects of fairness,liquidity,sustainability and satisfaction,and uses 360 degree performance evaluation method to determine the evaluation subject.Through questionnaire,interview and data access,the performance of "Jinchang basic endowment insurance transfer and continuation policy" was comprehensively evaluated.The evaluation results show that the comprehensive performance of "Jinchang basic endowment insurance transfer and succession policy" is mediocre,only completing a lower standard,and there are some defects in the operation affected by some factors.Finally,on the basis of the analysis of the existing policies,by drawing lessons from the transfer experience of European and American countries,the paper puts forward the suggestions of formulating more comprehensive and clear laws and regulations on the transfer of endowment insurance,gradually improving the overall level of endowment insurance,improving the management services of social security agencies,and strengthening the information construction.
