The Strategic Transformation Of Energy Enterprises In Shaanxi Province Under The Pressure Of Carbon Emission Regulation

Global warming is becoming more and more serious,solving the greenhouse effect has attracted global attention,developing low-carbon economy has become an international consensus,in recent years,the voice of carbon emission reduction is increasing.According to statistics,In 2006,China’s greenhouse gas emissions exceeded the United States,becoming the world’s largest carbon dioxide emitter,and its carbon emissions accounted for about 1/4 of the world.Facing the enormous pressure from the international community to reduce carbon dioxide emissions,and in the image of a responsible country,China is committed to achieving carbon dioxide emissions peak around 2030 and striving to achieve it as soon as possible.At the same time,China has successively formulated a series of environmental protection laws and regulations,released a number of energy plans and industrial policies,carry out pilot projects of low-carbon provinces and cities,carbon emissions trading pilots,setting up National Low-carbon Day…… This shows that China’s determination of carbon reduction is significant,the development of a low-carbon economy has risen to the national strategic level,and the trend is irreversible.Under the low-carbon background,the change of macro-policy environment,such as the energy revolution and structural reform on the energy supply side,have a profound impact on the energy industry,the operating environment of energy enterprises has undergone profound changes,traditional energy enterprises with resource dependence,high emissions,and high pollution have gradually lost their competitive advantage.Under the new situation,traditional energy enterprises must attach great importance to the environmental problems in the enterprise’s business strategy,change the traditional extensive economic development model and find a suitable development path,seek for the enterprise’s own sustainable development and ensure national economy development.Shaanxi Province is the only energy-rich province in China’s five low-carbon provinces and eight low-carbon cities,with the advantage of resources,energy enterprises are developing rapidly.However,the large amount of energy consumption has also led to significant conflicts between economic growth and environment and resources.How to achieve carbon emission reduction on the basis of ensuring the speed of economic and social development in Shaanxi Province,The important role played by energy enterprise cannot be under-estimated.This article selects energy enterprises in Shaanxi Province as the research object,by analyzing the general situation of Shaanxi Province and the development status ofenergy enterprises,pointed out that the current high-carbon development model of energy enterprises in Shaanxi is inconsistent with the sustainable development strategy advocated by the country,illustrating the necessity of strategic transformation of energy enterprises in Shaanxi.Taking "Shaanxi Yanchang Petroleum Group" and "Shaanxi Coal Chemical Industry Group" as typical cases,explored the path of strategic transformation of energy enterprises in Shaanxi under the low-carbon background based on the grounded theory.Research shows that in the face of environmental regulation pressure,energy enterprises in Shaanxi should comprehensively consider changes in the external business environment,the internal resource and capabilities of the enterprise,adhere to the policy orientation,layout early,plan scientifically,follow the guiding principle of strategic transition from the epitaxial expansion type to the intensional development type,from high-resource-consumption model to resource-saving model,from single-indu stry-oriented model to multiple-industry comprehensive develop model,from environment pollution type to environment friendly type.The Enterprises adopt three major paths of production transformation,regulatory upgrading and technology innovation to adjust the business model and change the direction of business development.Realize the transformation of enterprises into resource-saving,environment-friendly and connotative development models,so as to grasp the development trend of low carbon economy,break through the bottleneck of enterprise development and achieve sustainable growth of enterprises.
