High Speed Railway(HSR)has become one of the main transportation modes in our country.Besides plays an important role in passenger transport,HSR has also been expected with high hope of boosting the economy by the local government.Especially with our country’s economy steps into the "new normal" phase, the primary strategic goal of the local government is to promote industrial transformation and upgrading.Producer service industry is the breach and key to achieve the transition in economic development mode and industrial agglomeration is an effective form of industrial organization, thus whether a city forms a productive service industry agglomeration or not will directly affect the speed and quality of the industrial transformation and upgrading. In fact,HSR can improve the advantage of cities’ location and promote the flow of elements, which are coincidence with the productive service industry’s characteristics of high industry correlation degree,knowledge-intensive and cross-border service. So,will the opening of the HSR drive the agglomeration of the productive service industry and further accelerate the transformation and upgrading of the local industry? What is the theoretical explanation of the impact of HSR on the agglomeration of productive services industry? And what is the impact of HSR on the productive service industry in reality?Exploring this issue is of great significance for local governments to formulate industrial upgrading policies and is also important to assess industrial association effect of HSR.Theoretically, based on the aggregate economics theory and the influencing factors of production service industry agglomeration, this paper first builds a three dimensional theoretical analysis model of“Location-Factor-Market”.On this foundation, this paper observes the mechanism of the HSR on the agglomeration and diffusion of the productive service industry.Theoretical analysis in this paper reveals that the high speed railway affects the agglomeration and diffusion of the productive service industry through three ways:Location enhancement effect,Factors integration effect and Market structure effect.Empirically,This paper takes Beijing-Guangzhou HSR as an example and uses the urban location entropy to calculate the agglomeration index of the productive service industry. Then this paper analyzes the spatial distribution characteristics of the agglomeration of productive service industry along the Beijing-Guangzhou HSR.In order to estimate the impact of HSR on the agglomeration of productive service industry accurately, this paper adopt the thought of propensity score matching to find control group for experimental group. Finally this paper uses Difference-in-Difference model to estimates the impact of agglomeration effect, and makes a robustness test. The main conclusions of this paper are as follows:(1)The influence of high speed railway on the production service industry is based on the location enhancement effect and combine with factor integration effect and the market structure effect;(2)With the increase in the opening time of the high speed rail, the impact of the HSR on the productive service industry is transformed from agglomeration to diffusion, and this effect has obvious heterogeneity among the subdivision industries of the productive service industry;(3)The direction and strength of the influence of high speed railway on the agglomeration of productive service industry in different scale cities are different. The impact of the HSR on the productive service industry in mega-cities is transformed from agglomeration to diffusion while this effect remains siphon effect in middle-sized and small cities.
