| After the reform and opening up,the service industry in China has undergone major developments.However,there are still many problems in the service industry.From the practical point of view,the low service efficiency is the main problem,which is restricted by the institutional constraint.Since the 1990s,the role of service industry in the national economy has become increasingly apparent so that the government gradually introduced a series of policies and measures to break institutional constraints and promote theservice industry.In all of the policies,the national service industry supporting the comprehensive reform pilot areaintroduced in 2010 is a key point.The policy choose37 areas,including provincial city,prefecture,county,and development zone,in which the government put forward a package of reform relating to the service industry.The purpose of the paper is to investigate whether the pilot policies promote the efficiency.The paper firstly summarizes the practice and experience of the pilot reform,based on the micro data of listed companies and macro data of regions,using DEA method to measure the service efficiency,at last using difference-in-difference method to assess the impact of comprehensive reform pilot policy on the service efficiency.The result shows that the pilot reform policy did not significantly improve the efficiency of serviceindustry,this means that compared with the stander area,service efficiency in the pilot areas after the policy implementation does not grow substantially.The reason is various,first of all,because of the policy lag,the effect of the policy is not completely emerged,moreover because of the inherent notion,services have not been obtained enough attention,and high-quality talents in China neglect the service industry,leading to shortages of high-quality talent in the service industry.In addition,the writer thinks the experimental region should continue to maintain the continuity and stability of the policy,grasping the dynamics,rhythm,and the focus of the policy implementation,to speed up the effect policy. |
