Border port is the portal and the window opening to the outside world.Establish and improve China's border port management system,is conducive to China's opening up.With the promotion of "the Belt and Road",Mohan border port facing new opportunities and challenges in the management,it put forward new requirements for management.Therefore,in order to more fully play the advantages of Mohan port,and grasp the opportunities of "the Belt and Road" strategic,the management level of Mohan port is necessary to further enhance.Based on the dynamic data from the Mohan Port on the China-Laos border in terms of the functions of relevant management administrations,customs clearance process and import and export trade,the paper comprehensively analyze the opportunities and challenges the port faces under the Belt and Road Initiative through literature research and empirical study.By using the holistic governance theory,the paper finds that various problems exist in the operation of the Mohan Port,including the fragmented framework of management institutions,unsmooth custom clearance service and scattered information system construction.Based on thorough analysis,the paper points out that the major causes for these problems are chaotic administrative management system,conflict of interest among different departments,deficiency of inter-functional coordination mechanism and lack of awareness of service.Finally,the paper puts forward suggestions on how to optimize the port management from six aspects – accelerating the construction of the so-called “big customs clearance”,coordinating and integrating port management system,advancing the construction of “Internet plus e-port”,improving the talent management mechanism and reforming related financial policies,among other measures.
