Research On Food Safety Supervision Of Dehong Prefecture After The Reform Of The Large Department

In 2013,the State Council reformed the food administration department.On this background,this paper starting from the learning of reengineering government and holistic governance theory,use literature analysis,field survey method and case analysis method to analysis the present situation and new challenge of the food safety administration of Dehong after big department reform.Then try to solve the problem of local inadequate adjustment and enrich the local food safety supervision empirical data.This paper probes into the adjustments made in staffing,supervision organizations,and inspection & detection agencies of Dehong Prefecture after the ministry-level overhaul,including the food safety supervision.After the overhaul,the village and town supervision got enhanced,the effectiveness of law enforcement was also improved with more innovative supervision measures.Therefore,this paper delivers an analysis of the poorly coordinated laws & regulations,the incomplete construction of supervision system of food safety,the inconspicuous cooperation,and the challenging tasks that need to be completed.This paper comes to the conclusion that the food safety supervision problems were due to the inconsistent functions of supervisory bodies,the inappropriate staffing,the incomplete laws & regulations,and the local financial difficulties.By referring to the food safety supervision of developed countries and domestic cities including America,Britain,Japan,Shanghai and Shenzhen,this paper summarizes the helpful experiences for improving the system of laws & regulations for food safety,enhancing the internal coordination of supervision system,and providing more human and material resources to the grassroots works.Eventually,based on the actual conditions of Dehong's food safety supervision,this paper offers the following suggestions:Establish and enhance the overall framework for food safety supervision.Ensure comprehensive coordination by relying on the responsibilities mechanism and the advantages of different departments.Improve the food safety supervision capability and the supervision guarantee system.Explore the safety supervision system for the food that may pose challenges in management.
