Research On The Government Functions In The Development Of Tourism In Xianju County

Xianju,located in the southeast of Zhejiang Province,is rich in history and culture,with numerous mountains and rivers and numerous tourist resources.Since the reforming and opening up,along with economic developing,under the background of various opportunities,for using of its own good conditions,the cultural tourism industry in Xianju has achieved new breakthrough and remarkable results.But on the whole,the level of development of tourism industry in Xianju county is relatively poor,the tourism industry is still at an early stage of development,and the base is not big,so the tourism industry of Xianju needs to be developed.In order to change the tourism industry of Xianju County into a pillar industry,the government of Xianju county should exert their subjective initiative,and actively adapt to demand of the Party Central Committee and the State Council,since 18 th CPC National Congress to speed up the transformation of government functions,and to deep the reform of the government administrative system.So it should not only cancel and delegated the authority,but also innovate and improve government management.First of all,the canceling and decentralizing of administrative examination and approval items can stimulate the market,society and local creativity,and strengthen endogenous power of the economic and social development.Secondly,innovating and improving the government management is mainly to transform government functions into the "service" function,to innovate public service.The government controlled concentrate resources in key areas,with "four two dial one thousand jins" function,to ensure the sustainable development of cultural tourism economy.Therefore,in order to promote the development of tourism industry in Xianju County,it is very worthy of studing how the Xianju county government puts forward their own policy and strategy.This paper first discusses the research background and significance,research status at home and abroad,research methods and train of thought;then,the connotation,characteristics and development trend of the cultural tourism industry are described,at the same time,this paper expounds the new public service theory,the government function transformation theory and market failure theory;then,the paper explains the developing present situation,problem,positioning and developing direction of tourism industry of Xianju county;then,this article from five aspects of the public service function,market supervision function,social Xianju management function of government,the government’s environmental protection function,analyzes the present situation of the government function of county in the developing of tourism industry;on the basis of the analysis of present situation,this article from the three points of "government offside,dislocation,vacancy ",analyzes and argues the existing problems and reason of the government in the developing of tourism industry in Xianju county,in fulfilling their function;Finally,this paper puts forward the countermeasures to improve the government functions in the development of tourism in Xianju county.
