The Study On Government Function In The Development Of Cultural Tourism Industry Integration Of Huaihua City

The development of cultural tourism industry integration is the process which is aimed at realizing mutual compensation of advantages and optimizing benefits by the integration of technology, product and enclosure. If the country wants to promote the development of cultural tourism industry integration, it must make sure the location of government is correct and the role of government is rational. Usually to say,government is mainly to play a role of macro-control, overall planning, supervision,organization coordination, guide service and legal management. The development of cultural tourism industry integration is a new way for the development of industrial interaction, which is including multi-agent participation, multiple path communication and multiple form fusion. Government is an important role in the development of cultural tourism industry integration. Whether the function of government is expressing fully or not will have a direct influence on the progress of the development of cultural tourism industry integration. Thus, doing a research on the problems of government function in the development of cultural tourism industry integration,making analysis of the deep reasons for that, and putting forward the strategies strengthening the government function in the development of cultural tourism industry integration is really important.This paper mainly adopts the literature research method and qualitative and quantitative research method. This paper is focusing on government function under the development of cultural tourism industry integration. The research is launching from three main parts under the development of cultural tourism industry integration.The first part is the overview of theory of government function. The second is the status and the problems of government function. The third is the strategies for strengthening government function. Specifically to say, firstly, this paper conducts the concept definition of cultural tourism, industry integration, the development of cultural tourism industry integration and government function. And then, it makes analysis of the theoretical basis and the concrete embodiment of government function in the development of cultural tourism industry integration. Secondly, this paper takes the Huaihua city as an example, making analysis of the status and the problems of government function. Finally, this paper is having a deep discussion on strategies for strengthening government function. That’s to say, we should transfer industrial development idea, mold new industrial system and perfect the industry development guarantee mechanism.
