Sino-Russian Capacity Cooperation Research Under The Background Of “Belt And Road”

Since the beginning of the new century,human society has undergone unprecedented changes.There is a new wave of infrastructure construction and industrialization in the world.The guidance on promoting China's cooperation in capacity with foreign countries was promulgated by the State council in May 2015.It indicates clearly that superior quality capacity of China will be infused somewhere to meet the needs of industrialization of different countries.Russia is one of the Belt and Road Initiative countries.Meanwhile,Russia and China have maintained comprehensive strategic partnership and economic and trade contact well.Since the 2008 international financial crisis,there have been some shocks.Although the bilateral trade between China and Russia has seen a return to growth of 84 billion dollar in 2017,the trade volume of two countries is still at a low level.We must transform the existing way of economic cooperation to achieve the target of 200 billion dollar in bilateral trade.The proposal of the Belt and Road Initiative provides a broader space for the development of Sino-Russian economic and trade development.Therefore,it is particularly important that China cooperates with Russia in capacity under the background of the Belt and Road Initiative.The capacity cooperation between China and Russia will not only change the way of economic cooperation from quantitative to qualitative,but also provide new growth points for the world economic development.China and Russia have a good strategic and economic basis for capacity cooperation,and there is also a large space for capacity cooperation in terms of industry complementarity and similarity.At present,China-Russia capacity cooperation has achieved initial results,and cooperation has been in various forms and large scale infrastructure cooperation projects has been stable,with extensive capacity cooperation.But the mechanism of capacity cooperation is not perfect.Due to the complexity of the Russian market system environment,Chinese companies face competition in theinternational capacity cooperation,and expose the phenomenon of insufficient internationalization ability.Comparative analysis and index analysis are used to analyze the advantage capacity of China and Russia.At the same time,combined with China and Russia's respective market demand and world market demand,we conclude that China should cooperate with Russia in infrastructure construction battalion integration,high level equipment manufacturing,complex modern agriculture cooperation zone,deepening cooperation in energy and deepening cooperation in central Asia capacity.To build a mutually-symbiotic capacity cooperation relationship,we should promote China-Russia capacity cooperation in all aspects and build a risk assessment system for capacity cooperation.
