The Research Of Cooperation On Production Capacity Between Shaanxi And Kazakhstan Under The Background Of International Cooperation On Production Capacity

The strategic concept of "Silk Road economic belt" and " Global Cooperation on production capacity" is not only important measure to strengthen our foreign economic cooperation,but also a major opportunity to promote the production that has advantages to go out and to achieve economic restructuring.At present,cooperation between China and Kazakhstan on production has achieved a good start.Kazakhstan has become the central Asian country for China to expand cooperation.Shaanxi,the starting-point of the Silk Road should soon be added to the country's major strategic plan to seek new growth points.Shaanxi should identify priority areas of international cooperation on production capacity based on its own industrial advantages,combined with industrial development needs of Kazakhstan.Based on the theory of industrial transfer,by the methods of qualitative and quantitative,this paper analyzes the selected industries to promote the industrial cooperation.Firstly,this paper analyzes the economic,political,industrial and technical environment of Kazakhstan to confirm the opportunity and challenge in the capacity cooperation between Kazakhstan and Shaanxi.Then this paper describes the base of bilateral capacity cooperation from the respects of natural resources,economic base,industrial base and import and export trade.Secondly,this paper describes the situation of economic cooperation between the two districts in the respects of bilateral trade and direct investment and makes it clear that the economic cooperation between Shaanxi and Kazakhstan is still in infancy level.The last thing this paper does is to clarify the superior industry of Shaanxi and the industrial needs from Kazakhstan so that coherence point of capacity cooperation is easier to find and indicates the eight key industry cooperation two sides in the future.In the last part of the paper,a cooperation framework and the coordination mechanism is proposed.Achieve the diversity of cooperation though cooperative shareholding,building industrial parks and other methods of cooperation.Allies the developed countries to make the cooperation to promote the cooperation on production capacity between Shaanxi and Kazakhstan.
