Increasingly along with the ocean engineering powers strategic deployment propel,which bringing not only opportunities,but also challenges to the ocean engineering design industry.Talents for ocean engineering design(abbreviation:OED)enterprises are not only the prerequisite for strategy development,but also become the key factor in the future strategy development of OED enterprises,however,due to its characteristics of concealment,phased,comprehensive,human resources crisis is often ignored.when the crisis evolves from the symptom to specific performance,if the company doesn’t set the effective human resource early warning strategy,which would has a serious impact on enterprises earnings and long-term development.System research of human resource crisis for OED enterprises,therefore,constructing a set of human resource crisis early warning index system scientifically and evaluation model to improve China’s OED enterprises human resources management level has important practical and guiding significance.The paper analyzes the main problems and causes of human resource crisis early warning in OED enterprises comprehensively,combing with the theory of balanced scorecard(BSC)and enterprise strategy guiding ideology,systematically analyses the influence factors inducing human resource crisis in China’s OED enterprises,and further constructing combination of qualitative and quantitative for human resource crisis early warning index system of OED enterprises.Building a grey and fuzzy comprehensive evaluation model for pre-warning of OED enterprise human resources crisis and evaluation model,and empirically verify based on an OED enterprise of China.Specific work includes the following contents:(1)Combine the history and current situation of China’s OED enterprises,defining the human resource crisis,human resource crisis early warning of OED enterprises;(2)Systematically analyzes affecting factors of human resources crisis in OED enterprises;(3)Set up a set of quantitative and qualitative analysis of human resources crisis early warning index system for OED enterprises according to the human resources management,crisis management and the balanced scorecard theory,including the internal process,learning and growth,financial,customer,and human resources loss in total of five dimensions,then screen indicators through factor analysis and other methods;(4)using the theory of fuzzy comprehensive evaluation and grey comprehensive evaluation to build the early-warning index system evaluation model,and verifying the effectiveness of the model through the empirical research;(5)Put forward corresponding safeguard measures for human resource crisis early warning of China’s OED enterprises. |
