Using Thethingking Of Auditing And Supervision To Carry The Practice And Exploration Of Grid Bidding And Tendering Under The New Normal

In recent years,with the rapid development of market economy,in order to achieve effective allocation of social resources,ensure various construction and material procurement behavior smoothly,we applied the competition mechanism of bidding transaction management.The grid industry has also adopted the bidding management,and the trend has been increasing year by year,the number and amount of the project have a substantial increase.The huge economic interests led a small number of employees to ignore the relevant provisions of the state and the company’s management system,they use the authority for personal gain and the illegal practices in the bidding field are becoming more and more covert.Their work in the process is lawful,but substantial penetration of corruption and other phenomena to bring harmful or negative impact is more serious and more destructive.At present,there are many researches on the bidding and purchasing of the State Grid Corporation,but mainlyconcentrated in the construction and management of the electronic bidding system,the research on the bidding and purchasing mechanism,the research on the bidding risk and the optimization strategy of bidding and procurement.There is no research on grid bidding process to monitor the visual angle of audit.This study refer to the previous research of scholars both at home and abroad and this study reviews and explores the relevant research on bidding and bidding from five aspects,which are the development of bidding at home and abroad,the overview of bidding and management of power grid enterprises,the main problems in the bidding and bidding of power grid enterprises,the re-cognition of bidding supervision mechanism under the background of anti-corruption and advocacy and the application of new media in bidding and bidding of power grid.This study adopts the method of case study research.The author took three months to participate in a bidding and purchase project of a power grid company.I conducted a comprehensive analysis according to the actual case and pointed out the problems in the process of bidding and procurement,and put forward the corresponding solutions and suggestions for these problems.On this basis,the author followed the pulse of change in the times,combined with five years of theprocurement work understanding and in the current national comprehensive anti-corruption and deepening reform on the basis of the use of monitoring audit thinking of a power grid Co.,Ltd.tender procurement work Inspection.The author of the tender process of bidding,bidding,opening,calibration,contract signing and other aspects of a comprehensive comb.This study combined with the "new media"proposed the field of power grid bidding procurement problems and solutions,so the grid company can be combined with their own actual situation to take appropriate monitoring and audit methods to prevent the occurrence of corruption,to avoid inappropriate bidding behavior which bring the negative impact;at the same time,this research monitors the combination of auditing and new media,which enriches the way of monitoring auditing in bidding process,which bring the great practical significance to improve the scientific level and efficiency of bidding and purchasing service.
