Since the reform and opening up,cross-regional cooperation has become a universal economic development model under the background of economic globalization,especially cooperation among the asymmetric regions.For example,the "Pan-Pearl River Delta regional cooperation","Shanxi-Shaanxi-Henan Yellow River Golden Triangle regional cooperation,and" the Belt and Road "national strategy is to promote the regional cooperation boom to the commanding heights.Regional cooperation has become an important means to improve regional development imbalance,and implement national regional development strategy.However,the key question we are facing is how to ensure the sustainability of regional cooperation.The reason for this question is that many regional economic cooperation in reality is basically a mere formality,not far enough,there is insufficient depth of cooperation,short duration of cooperation and so on a series of problems.An important reason for the difficulty of real cooperation is that the distribution of cooperative income is not balanced,so the focus of research on regional cooperation is to solve the problem of income distribution.While interregional cooperation in reality is often an asymmetric cooperation.For example:residents who live near by the library benefits more than the distance from the construction of public libraries;,downstream residents gain higher profit than the upstream's in common governance watershed pollution;joint management haze,the relevant areas pay unequal cost and gain imbalance income when they co-govern haze.In the case of income balance,it is more common in reality to get income asymmetry through cooperation.When the income is asymmetric in cooperation,especially when the differences are too large,regional cooperation will be difficult to sustain.Therefore,how to promote spontaneous cooperation among such groups becomes the key to solving regional cooperation problems.Therefore,it is of great theoretical and practical significance to understand the influence of the difference of income on the cooperative willingness of the regional cooperation parties and to find a way to improve the imbalance.When we abstract the regional cooperation problem of asymmetric earnings,it is found that the problem of cooperation is essentially a Nested Social Dilemmas(NSD).And the reality structure of the group includes three levels:individual,group and collective,Regional cooperation also includes citizens,regions,inter-regions,they are at a similar nesting situation.The main problem to be overcome by the group cooperation is the social dilemma,that is,the individual rational action that maximizes the self-interest will harm the dilemma of the group's interests.Therefore,when we study the regional cooperation,we should focus on the contribution of the microscopic individuals in the NSD situation.In the course of concrete research,traditional economics has difficult to overcome the problem of data acquisition in interregional cooperation under the dilemma of nested society.On the one hand,it is difficult to collect the occasional data of interregional cooperation;on the other hand,even if the accidental data is obtained,it also belongs to the mixed data of external disturbance,cannot carry out specific causal analysis.Therefore,when study the individual decision-making behavior,we combine traditional economics with behavioral economics to analyze the behavioral characteristics of individual decision-making from the aspects of reciprocity theory and fairness theory.We found that there are obvious social preferences of the individual,they have the willingness to cooperate voluntarily and are sensitive about the distribution of cooperative income.At the same time,we obtain relevant data by means of laboratory public goods experiments.With the development of experimental economics,a large number of public goods experimental research results make it possible to provide new ideas and basis for our solution to practical problems.Traditional economics has difficult to overcome the problem of data acquisition in interregional cooperation under the dilemma of nested society in the course of concrete research.On the one hand,it is hard to collect the occasional data of interregional cooperation;on the other hand,even if the accidental data is obtained,it also belongs to the mixed data with outside interference and cannot carry on the specific causal analysis.So we have introduced the method of experimental economics into the study of regional cooperation,adopt the Z-tree software of Zurich programming to build two global public goods under the voluntary supply experiments,to explore regional cooperation issues.At the same time,through the reality of the exhibition data to test the application of external reciprocity in reality,which can not only solve the problem of data acquisition,but also test the external validity.In the course of the specific research,this paper sets up two global public goods in the NSD model.Besides,there is a difference in the earnings of the two sides from each global public goods,so as to simulate the cooperation between the asymmetric regions in many areas.We draw the following results:(1)compared with identical MPCR(marginal per capita return),the participants have a greater more willingness to cooperate when there is a difference in MPCR.(2)Under the two global public goods,too high or too low the gap between MPCR are not conducive to cooperation.In a certain range,the greater the gap between MPCR the more conducive to the overall public goods contribution.(3)In the case of external reciprocity,when there are differences in MPCR,the effect of period is not obvious,people have more stable willingness to cooperate.The practical applicability of laboratory experimental conclusions is often questioned by some scholars,that is,whether the experimental results can be used to solve practical problems.In order to test the external validity of the experiment,we prove the effect of external reciprocity on interregional cooperation.We examined the main conclusions of the experiment with the actual agricultural data in this paper.It isfound that external reciprocity is also widespread in reality and has an important effect on inter-group cooperation the experimental results are feasible in realistic regional cooperation.In the study of interregional cooperation,the main points of innovation are as follows:(1)Discussed the mechanism of cooperation between asymmetric groups from the perspective of social preference of behavioral economics.Combine public goods theory and behavioral economics of the relevant theoretical analysis of micro individual decision-making behavior in the regional cooperation and summarize the law to provide reference in promoting regional cooperation.(2)Introduce experimental economics into regional cooperation's research.Through the method of laboratory experiment and related design,eliminate the external factors;besides,we obtain more accurate data and add a new method for the regional cooperation.(3)The external validity of the main qualitative conclusions of the laboratory experiment is carried out with realistic data.So that the corresponding qualitative conclusions have a high feasibility.
