Effective Supply Of Regional Public Goods Research

The basic content of public management is to solve all kinds of public problems, and its ultimate aim is to realize the social public interests. However, with the development of globalization and the advent of the post-industrial society, public issues that the human beings are facing become more and more complex, especially those regional public problems, the externality and unbounded become more and more obvious, and it far exceeded the governance scope of Single administrative jurisdictions. But as the traditional administrative division limit, local governments under the incentive of "free-rider" and "protectionism", it has no enough power to supply regional public goods, it made a lot of the complex regional public problem are resolved in the long term.The paper is in this context, superficial studied the supply problems of our country regional public goods problems. At first, through analyze the essence of regional governance and the connotation of regional public goods, pointed out the essence of regional governance that is supply regional public goods efficiently, and regional public administration is our inevitable choice of the current regional public issues governance. Secondly, because our country is at the mode of "administering administrative", the regional public goods face to serious dilemma in short supply, and some real-life problems were compounded the influence of this dilemma. Thirdly, due to the government, market and three departments couldn't effective supply regional public goods separately, under the consideration in multiple standards, the plural subject have some comparative advantages that the single subject doesn't have, making it an effective supply subject of regional public goods. Finally, based on the regional public administration to follow the concept of cooperative governance, we construct the co-supply model of plural subject as the effective way to solve the dilemma of regional public goods supply, and from the operating system, system innovation and supporting measures done on this model explained in more detail.
