Research On Compensation And Resettlement For Reconstruction Of City Villages In Xiangzhou District Of Zhuhai City

The city villages is a kind of special urban geographical phenomenon formed in the process of the rapid expansion of urban construction land,surrounded by the city gradually.The reconstruction of the city villages can be considered as the process of realizing rural urbanization.In the process of urban village reconstruction,there are a large number of stakeholders involved,including direct and indirect entities.Each stakeholders involved is playing a game of interests based on its own different positions.The compensation and resettlement plan must not only consider the direct economic interests of village collectives and villagers,but also consider the indirect economic benefits of village collectives and villagers;not only should the interests of directly participating entities(developers,village collectives,villagers)be considered,but also indirect participation(the city’s low-income groups,floating population,social public,etc.)should be considered.In the current reform practice,the main problems of the compensation and resettlement scheme are illegal compensation and resettlement of villagers’ illegal buildings;there is no plan for development and resettlement after the transformation;no attention is paid to the arrangement of benefits for low-income and mobile workers;and benefits to the public Compensation is not scientific and so on.In this paper,the compensation and resettlement plan of city villages is taken as the research point,and the right to land development and land appreciation are selected as the theoretical support for the study.The policy arrangements in the national,provincial,and municipal levels are described,and the city villages of Xiangzhou District,Zhuhai City is discussed.The status quo analysis of the progress of the transformation and the characteristics of the transformation will be analyzed.As an example,Shangchong village will be used to analyze the existing problems and their causes.Liede Village in Guangzhou City and Tianbei Village in Shenzhen City will be selected as typical examples of compensation and resettlement reconstruction of the city villages.Cases,in-depth analysis of the characteristics of their compensation and resettlement programs,proposed that the government should provide policy support in areas such as compensation and resettlement standards,land value-added distribution,transparency of village affairs,introduction of real economy,implementation of village reemployment,to effectively settle villagers’ compensation and resettlement problems,and achieve the good results of the city villages reconstruction.
