In recent years,China has begun to attach importance to safety issues,and the problems related to safety production have been improved.However,serious accidents still happen frequently,which resulted in serious losses of lives and properties.The situations of safety production are not optimistic.The research of enterprise safety investment and related benefit is the key to enterprise safety production.While many enterprise security decision-makers believe that the company is at a reasonable level of risk and has no accidents,they ignore the importance of safety investment and safety benefits,so that it will cause serious consequences of safety losses.It is greatly significant to improve the safety efficiency of the enterprise and ensure the safety level of the enterprise by the research on enterprise safety investment and how to carry out effective allocation based on the risk assessment of the enterprise.This article that draws on the knowledge of safety economics and uses risk assessment methods studies the safety investment and safety efficiency of the enterprise.First of all,this paper elaborates the current development situation,characteristics and related concepts of safety investment combined with perspective of economics.It analyzes the concept of risk,risk level,reasonable risk level and risk assessment.Also,it carries on the detailed analysis of the relationship between safety investment and risk assessment.An effective and practical risk assessment model is established,which is based on the risk matrix method,Borda ordinal value method and analytic hierarchy process(AHP).This model could be fully displayed their respective advantages and functions.Then,according to the reasonable risk level,the grey forecast model and the Matlab tool are used to predict the next year’s total amount of the enterprise safety investment.All proportions of safety investment indicators are reasonably allocated by using a new safety benefit model based on modified Cobb-Douglas production function.The weak directions of the enterprise’s investment are analyzed,and the corresponding improvement are carried out to achieve higher safety benefits.Finally,taking a chemical enterprise in Ningxia as an example,it applies the method proposed in this paper to verify the safety input decision theory of the chemical enterprise and puts forward corresponding strategies.
