The Petrochemical enterprise's environment risk assessment and safety risk assessment is an importance part of risk management. In view of the risk's characteristics of Petrochemical industry, this article analyse and research the relativity of the Petrochemical enterprise's environmental risk assessment and safety risk assessment, including in terms of theory, assessment's purpose,method,process,content and extent; summarized the relativity and the dissimilarity of Environmental risk assessment and safety risk assessment.Through the research of the relativity of environmental risk assessment and safety risk assessment in the Petrochemical enterprise, based on the environment risk assessment's theory, the advantages and disadvantages of the present assessment's method was analysed and illuminated. Then, put forward an new environmental risk assessment's method—System's Quotient Exponent and Probability analytical(SQEPA), introduced and illuminated the theory,characteristic,apply process and apply extent.Based on the relativity of Environmental risk assessment and safety assessment, this article refer to the safe domino effect theory to explain the environment domino effect in environmental risk assessment. Illuminated the mechanism of environmental domino effect,action factors,control steps and assessment method.Using the oil tank system's environmental risk assessment project of Dalian Petrochemical Co., Ltd as an example to prove the system's quotient exponent and probability analytical method and environmental domino effect。The new environmental risk assessment's method was proved effective and feasible, the possibility of environmental domino effect was explained, gained the Environmental risk value and confirmed the acceptability of oil tank system's environmental risk.
