Research On The Evaluation Of Innovation-driven Development Ability And Countermeasure In Hebei Province

The significant feature of China’s economic development entering a new normal is that the economic growth has changed from the traditional growth point to the new one,and at the same time innovation has become a new engine to promote economic development.Innovation driven economic model will gradually replace the traditional investment driven economic model,becoming the mainstream of economic development.In the meantime,the domestic regional development has entered a new round of competition in the accelerating period,whose theme is innovation.Hebei province also conforms to such trend to put forward the construction of innovative province during period of the time that most provinces would carry out the same move which is also the need to achieve the transformation of the mode of economic growth in Hebei and the major strategy of regional combination of Beijing-Tianjin-Hebei.The whole thesis is divided into six parts using innovation driven as a main line.The first chapter analyzes the background of development of innovation-driven giving the research’s purpose and significance,presents the literature review of the innovation driven from home and abroad and summarizes the contents,methods and innovation point in this research.The second chapter laying the foundation of this article summarizes the related theory about economic growth and innovation development in order to define the meaning of innovation-driven,and further extract four major driving factors from the conception of the innovation driven,which are innovation driven main factors,resource factors,effect factors and environment factors.In the third chapter,based on the first and second chapters,the capability of regional innovation is measured by the quality of the four major driving factors in entropy method.Using the four kinds of driving factors for first grade indicators under which the second grade indicators and the third grade indicators are establishes the evaluation system of innovation ability.The systems selects the 19 most representative provinces areas.The first step is to get the contribution of each of these elements,and then the innovation driving factors’ quality in the 19 provinces are scored and ranked through comprehensive evaluation.The evaluation results shows that Hebei province is located in the fifteenth position whose innovation driven overall ability is weak and the quality of all elements is common.In the fourth chapter,the article using the results from the third one further analyzes,through the comparative analysis,Hebei’s status of implementation of innovation driven development,clears the basic conditions and objective problems and points out the causes of the problem.In the fifth chapter,aiming at a series of problems existing in Hebei Province,the author puts forward the strategic objectives and countermeasures of Hebei’s innovation driven development by using of the contribution of each factor to the realization of innovation driven.The sixth chapter is the summary and prospect in which the main contents of this paper are summarized,and the future development is pointed out.
