Study On Equalization Of Basic Public Services In Guizhou Province From The Perspective Of Fiscal Expenditure

The 13 th Five-Year Plan of Guizhou Province proposes to vigorously implement the social undertakings and public service system upgrade project,establish a fair,equitable,shared and inclusive development of new mechanisms,promote the equalization of basic public services,build a modern livelihood security system,constantly enhance the people's well-being.To achieve equalization of public services has important theoretical and practical significance,it can narrow the development gap and alleviate the needs of social contradictions,it is an important institutional arrangement to remedy market failure.Since the implementation of the western development strategy,the economic development of Guizhou has made remarkable progress,the people's living standard has also been significantly improved,However,if Guizhou wants to have more obvious progress and achievements in the new round of western development,it is necessary to strengthen the equalization of basic public services in Guizhou,so that the rapid development of economic results serve the people,and further improve people's livelihood to promote the harmonious development of Guizhou society.This paper studies the equalization of basic public services in Guizhou Province from the perspective of fiscal expenditure.First of all,this paper clarifies the theoretical basis of the equalization of basic public services,and analyzes the development of basic public services in Guizhou Province.Secondly,13 indicators were selected to analyze the status quo of equalization of basic public services between nine cities(states)and 88 counties(cities,districts and special zones)from two aspects: input and output.Finally,the paper analyzes the reasons of the non equalization of basic public services in Guizhou Province,and puts forward somesuggestions on how to realize the equalization of basic public services in Guizhou province.
