In recent years,China’s shipping industry has developed rapidly.Shipbuilding tonnage,fleet size,port throughput,and The cargo amount of collecting and distributing of port developed to a higher level in the world.China is now among the large shipping countries.As shipping is the important part of transportation,the growth rates of energy consumption and carbon emission in shipping greatly increases,resulting in environmental problems.Low-carbon emission reduction has become the trend of the shipping industry.It is essential to evaluate the level of low-carbon development of China’s shipping industry for sustainable development.At present,the evaluation of the low-carbon development level of the shipping industry is mostly for Ships or ports respectively.The comprehensive and scientific research on low-carbon development of the whole internal shipping system is lack.After summarizing previous research results,the elements of shipping and the their impact on low-carbon development are systematically examined.A set of index system is built to evaluate the low-carbon development level of shipping.Taking domestic shipping as an example,the index system is applied to evaluate the low-carbon development in China.Meanwhile,countermeasures are given based on the evaluating results.The thesis analyze three major elements of shipping industry as ship,port,and collection and dispatch system of port.The impact of each element on low-carbon development is analyzed.Through recursive analysis,the index system for evaluating low-carbon development level is built.It consists of three one-class indexes(Low-carbon development level of ships,Low-carbon development level of ports,Port transport level low-carbon development),nine second-class indexes(Ship design,Ship manufacturing,Operation management of ship,Port infrastructure,Port facilities and equipment,Operations management of port,Port transport infrastructure,Port transport facilities and equipment,Operations management of port transport)and thirty two third-class indexes.The AHP fuzzy comprehensive evaluation model combining AHP and fuzzy comprehensive evaluation is established.China’s shipping industry is at the level of low-carbon development in the middle and the evaluation of internal low-carbon development level of shipping is made,finally,the low-carbon countermeasures are given base on the evaluation.
