In the development of enterprises,the performance evaluation system has a guiding role,is an important tool for the implementation of enterprise management strategy.The guiding role of the good play,not only conducive to the business performance of the objective and correct evaluation,but also conducive to the long-term and healthy development of enterprises.Water conservancy infrastructure construction has been a major event related to the people's livelihood,its position is very prominent,with the country's investment in water conservancy continues to increase,water conservancy development and a climax has come.SD design institute to seize the good opportunities for the development of water resources,the layout of the innovation market,improve hospital economic quality and volume.This requires SD design institute should pay more attention to improve the overall performance of the organization of the effective way to strengthen the performance appraisal in enterprise management oriented and effectiveness.From the theory of performance appraisal of adopt the method of qualitative and quantitative analysis method of combining,SD design institute based on the internal and external environment,the optimized scheme design of the performance appraisal.First,to investigate the status of SD design institute performance assessment,accessing to relevant data and systematic analysis of the organization,summarizing the existing performance evaluation methods;secondly,summary and merging of SD design institute and analyzed the reasons from two aspects the internal and external existence;furthermore,the calculation program design five aspects of performance appraisal system of SD design institute from the design of the performance evaluation of the basic principles and objective of performance appraisal,design the general idea,the company level performance evaluation index,design department and main performance evaluation index design performance appraisal score.Finally,the security measures,the application of the evaluation results and the feedback and improvement of the results of the performance evaluation system of SD design institute studied.The main conclusions of the study are:(1)the existence of SD design institute of the current assessment methods of performance appraisal system,there are five major problems,namely:system fuzzy cycle is too long,main assessment is too subjective,communication mechanism is not perfect,lack of proper incentive mechanism and performance appraisal process extensive index set unreasonable etc.problem.SD design institute need to establish a set of the organization and staff to achieve a win-win situation in favor of the company to establish a sustainable competitive advantage of the performance evaluation program.(2)the optimization design of the performance appraisal system in SD design institute should completely abandon the unreasonable place in the original performance appraisal,and avoid the problems in the current performance appraisal.Therefore,the performance evaluation optimization scheme of strategic planning to have the following several aspects:first,to establish and scientific performance appraisal system and policy guarantee performance appraisal result fairness and justice;second,the implementation of target management responsibility system;third,the examination results as a measure of team building and staff performance management,training,promotion and salary management.(3)the performance appraisal of SD design institute should be classified and evaluated from three aspects,the company,department and position.The performance appraisal of company level should follow the principle of strategic and mutual benefit,and the Department and the main post performance appraisal should follow the basic principle of measurable,open,simple and developing.(4)SD design institute performance appraisal optimization scheme design needs to have certain safeguard measures and the application of the assessment results.First,performance appraisal implementation must have some guarantee measures.Such measures include performance appraisal system in the company internal publicity and training is intended to allow all employees of the company the full knowledge and approval;secondly,that is,how to organize the implementation of a new performance appraisal system,which relates to security system,and ensures its smooth implementation.Finally,the performance evaluation system can be applied in the development of performance improvement plan,the development of training programs,salary adjustment,job level adjustment and sector rating and improve.From the perspective of sustainable development,there is no best performance appraisal system,only the most suitable for the enterprise situation and development stage of the performance appraisal system.Combined with SD design institute for their own and more scientific and reasonable performance appraisal system,on the performance assessment of Shaanxi province institute of water resources and electric power investigation of promotion,to solve the problems that exist in the play a certain reference significance,also provides a reference for the performance evaluation of the other research institutes.
