Research On The Conflict Of Precise Poverty Alleviation Policy

The public policy is an important tool for the government to solve the public problems and adjust the social contradictions,and its effectiveness is directly related to the performance of the government functions.China is now in the social transition period,the interests of the main body and the interests of the demand is very diverse,and the interests of the relationship is very complex,which makes the public policy is full of contradictions and conflicts.The phenomena of "superior has the policy,inferior has the countermeasure " is very common,which will not only affect the policy effect,resulting in a waste of policy resources,and will also weaken the authority of the government.On the other hand,the Eighteenth National Congress of the CPC decided to build a well-off society in an all-round way in 2020.In order to achieve the national strategic objectives,to eliminate poverty and achieve common prosperity,precise poverty alleviation policy began to be implemented in the country from top to bottom as a comprehensive policy system.However,the universality of the conflict of public policy is also reflected in the policy of precise poverty alleviation,the policy conflict in precise poverty alleviation policy may hinder the effective governance of the poverty problem.Therefore,it is of great significance to study the conflict of public policy with the aid of the precise poverty alleviation policy.This paper mainly adopts the literature research method and case study method.Based on the bureaucracy theory and structural functionalism theory,the framework of "structure-process-function" is constructed.Based on this "structure-process-function" analysis framework,this paper take the implementation of B County in H province precise poverty alleviation policy as the research object.As a result,we found there are many problems in the process when the B County in the implementation of precision poverty alleviation policy: From the structural point of view,the bureaucratic system itself causes contradictions between the departments,and the division of powers and responsibilities is not clear,as a result,there is a conflict between the policy texts on the vertical and horizontal power structure;From the process point of view,due to the possibility of irrational operation of public policy operation mechanism,precision poverty alleviation policy is often lack of stability,and there is the phenomenon of selective implementation of policies;From the functional point of view,as our country has formed a "guerrilla style" policy style in the process of national governance for a long time,the expected function of the precision poverty alleviation policy is inconsistent with the actual function,and there are conflicts between the functions of the policy executive body.In order to reduce the negative impact of policy conflict,and ensure the smooth implementation of poverty policy and other areas of policy objectives,it is suggested that two countermeasures should be taken from the administrative system and policy operation mechanism: by optimizing the organizational structure,balancing the relationship between power and responsibility,reshaping the main role of policy implementation can optimize the administrative system;by establishing a scientific and democratic decision-making mechanism,public policy monitoring accountability mechanism and information feedback and error correction mechanism can build a democratic,diversified public policy operation mechanism.Optimizing the administrative system and policy mechanism of precision poverty alleviation policies will help to reduce public policy conflicts and achieve the goal of poverty alleviation policy to a higher degree.Thus providing more powerful support for solving poverty problems and building a well-off society in an all-round way.
