| Urban infrastructures investment company shoulders the responsibility of financing,investment,construction,management of local urban infrastructure construction project,and ensures the state-owned urban construction assets preservation,value-added.After more than a decade of development,it has made outstanding achievements in assisting government agencies to carry out urbanization reform,raise funds for urban construction projects and provide infrastructure construction strategies,but also laid down hidden dangers.The majority of UDICs focus on financing,construction,and neglect of infrastructure operations.Single debt financing has led to increasing local government debts,and declined ability of financing.It needs to develop sustainable financing capacity and asset management capability for future development while the existing performance evaluation system can not meet this requirement.In order to get a better understanding of the current performance evaluation problems and to construct a feasible performance evaluation system,the paper discusses the use of balanced score Card on a representative prefecture-level urban infrastructures investment company,to help rebuild the performance evaluation system,with the expectation of providing a reference for similar companies.The paper adopts the case study method.This paper analyzes the existing performance evaluation problems and constructs a new one by means of Balanced Scorecard on the basis of dissecting the present situation,business characteristics and performance evaluation status of Y urban infrastructures investment company.Firstly,it introduces the relevant factors that influence development of Y Company,including the general condition of Y Company and its industry,and the status of its performance evaluation.Secondly,it reveals the problems of Ycompany on performance evaluation system in the aspects of strategy implementation,performance feedback,index design and performance improvement.Then,the necessity of reconstructing the performance evaluation system is analyzed from two aspects: the development direction of Y company and the advantage of balanced scorecard.Finally,it helps Y company reform performance design principles,design performance management organization and set human resources department.It designs indicators in four dimensions including finance,customer,internal processes and learning and growth,according to business vision and strategy and determines the index weights with analytic hierarchy process.It can draw two conclusions from the discussion on how to reconstruct performance evaluation system of Y company: Firstly,the performance evaluation system of Balanced Scorecard equips the capability of solving the existing problems of performance management of Y Company.The balance of financial indicators and non-financial indicators can fully reflect the non-economic orientation status of Y company,offering a scientific evaluation system in achieving its strategic objectives;Secondly,It is possible to promote the experience of performance evaluation application of balanced scorecard in Y company.City Y is a representative prefecture-level city of Hubei province on urbanization and development path.The practice of performance evaluation system reconstruction of Y company based on Balanced Scorecard,can provide reference for the other urban infrastructures investment companies. |
