Research On The Cultivation And Upgrading Of Industrial Clusters In Shangqiu City From The Perspective Of Public Management

As a major organization form and medium,industrial cluster has exerted a great importance on efficiently allocating the production factors,lowering the cost of production,economically and centrally utilizing production resources,optimizing economic structure and boosting regional economy.Shangqiu,a less-developed city located in Henan province,central part of China,in recent years,takes advantage of its accessible transportation and natural resources to prosper a series of leading industries covering food processing,textile and garment,equipment manufacturing and new materials etc,to achieve the cluster development in leading industry and to explore a newly industrialized path for less-developed areas by adopting scientific planning,investment attraction,policy support and innovation-driven reform,thus providing a referenced sample for the other less-developed cities of China.Actually,the pattern of industrial cluster in Shangqiu originally developed from the outmoded agricultural industrialization.Thus,there exists many deficiencies during the process covering relatively small scale in cluster,more underutilization of resources,further improvement in market mechanism,backwardness of ideology,insufficiency of core competition ability,outdated urban service facilities and the lack of advantage of labor cost etc.Therefore,how to deal with these problems existing in industrial cluster development has also been an urgent task to be solved for some less-developed cities in other parts of China during the development of leading industry.Being engaged in investment attraction and management service for many years,the author has witnessed the huge growth from scratch or smaller size in industrial cluster of Shangqiu.Based on working experience for several years,the author combines the field research with relative documents including papers,working summary,plans,suggestions and data etc to make an inductive research on the conception of industrial cluster,to summarize the process of cultivating and upgrading of Shangqiu's industrial cluster,to systematically analyze its basic general development,advantages,constrains and path choice for industrial cluster development and to propose constructive ideas aimed at cultivating and upgrading of industrial cluster in a new stage from a perspective of Public Management,which will play a positive role for the growth of industrial cluster in Shangqiu and will set a good pattern for the less-developed cities in other parts of China to learn from.
