In recent years,small and medium-sized enterprises cluster in regions and industrial has made great contribution for the development of our country as an important economy organization form,became the most powerful economy measure in Country's Economic planning such as Develop Western Regions,Rise of Central China Plan,Revitalize Old Industrial Bases.The small and medium-sized enterprises cluster can get the advantage of economies of scale and cut down the transaction costs and manufacture costs.But some problems arise with the development of industrial cluster at the same time,these problems centralized on the lack of overall and deeply collaborative management.The cluster over emphasizes conglomeration but ignores cooperation that brings the cluster's instability or fragility.The cluster can bring the greatest effects of industrial correlation and synergy with collaborative management,in addition to this,it also can promote the flow and optimized deposition of enterprise resource such as technology and human resource.At the same time,collaborative management of enterprise cluster can strengthen the effect of information's over-flow and knowledge spread,accelerates the member enterprises' ability overlapping combination and polymerization mutation in order to make the mid-small enterprises cluster evolve collectively and grow greatly.This dissertation is based on the management and coordination theory,according to the characteristics of small and medium-sized enterprises cluster,thoroughly analyses the problem of synergy of small and medium-sized enterprises in our country.The mechanism of industrial cluster's collaborative management is firstly studied,the concept of industrial cluster's collaborative management is given,and the basic principle of collaborative management is expatiated.And then,detailed analyzes the formation mechanism,working mechanism and decision-making mechanism of collaborative management.then according to the situation of mid-small enterprises cluster in Zhejiang province and Pearl River Delta,detailed discussed the main content and problem of cluster's collaborative management in our country.On the basis of analyze in situation and problems of mid-small enterprises cluster collaborative management.suggest that we can create advantage in three aspect.and construct public service platform.
