Evaluation Of The Comprehensive Effects Of Fiscal Policy Of Energy Conservation And Emission Reduction In China

With the acceleration of industrializa tion and urbanization,energy demand is increasing.At the same tim e,the abuse of resources and the destruction of the environment are very comm on,which leads to a serious bl ow to the construction of ecological civilization in China.Therefore,energy saving and e mission reduction has become a hot issue in curren t research.Due to the dif ferences of eco nomic growth,industrial structure and system construction in different regions of China,there are significant differences in ener gy saving and em ission reduction capacity.How to improve the energy saving and emission reduction ability of science and technology is also an urgent problem to be solved.The comprehensive demonstration of the fi scal policy of ener gy saving and em ission reduction in the "12th Five-Y ear" period is a beneficial exploration to this problem.Changsha is the cap ital city of Hunan Province,is also the first demonstration city,with "the development plan of" middle reaches of the Yangtze River City "and the rise of the central region to promote the implementation of the" 13 th Five-Year "plan",the city center position is highlighted ceaselessly.This paper discusses the current situation of ener gy conservation and emission reduction and its implementation in Changsha,which can not on ly examine the effect of the policy,but also provide theoretical support and basis fo r strengthening the comprehensive effect of demonstration cities.A comprehensive analysis based on the dom estic and international ener gy saving policy evaluation,and expounds the basic con cept of public policy,public policy,energy saving and em ission reduction and sust ainable development theory that energy conservation fiscal policy is a public policy.In Changsha city as an example,com bined with energy-saving emission reduction policies and the current status of the execution,from the policy ef fect,policy three aspect s including sustainable ener gy consumption per unit of GDP 18 two level evaluati on index system,evaluation m ethod and application of entropy comprehensive effect analysis Changsha demonstration period.The main conclusions are as follows: firstly,from the point of the demonstration period,the relative ranking model during the comprehensive effect of score(2012,2013,2014)show that Changsha city comprehens ive demonstration of ener gy saving and emission reduction achieved remarkable success,but also showed a rising trend year by year.Secondly,from the point of view of the index,the score of policy execution has an inhibitory effect on the com prehensive effect,which reduces the com prehensive demonstration effect of Changsha.Through the empirical analysis,we think we can take measures to strength en the com prehensive demonstration effect: improve the f iscal support system,increase the typical dem onstration project suppor t,and constantly improve the policy e xecution;strengthen the sense of participation the m ain responsibility,pay close attention to ke y areas of ener gy-saving emission reduction,continuous improvement of energy saving and emission reduction;constantly im prove the supporting policies,strengthen ability the construction of a sound m echanism innovation,and actively promote the sustainable policy.
