Water ecological economic circle occupies a very important position in our country,but the water transportation safety situation is not optimistic.The meteorological conditions of ship driving safety has been one of the important factors threatening the water transport safety.Strengthening emergency disposal ability and safety supervision capacity,promoting water ecological economic circle and the healthy and stable development of waterway safety are very necessary and urgent.Improving the emergency response capacity of our country to deal with sudden river disasters has a very important significance to ensure transportation safety.Firstly,this thesis first introduces the current situation of water transportation in our country,and then makes a summary and research on the prevention of water transportation disaster events and the corresponding emergency treatment process.Then carries out the deployment research from the aspects of emergency resources transportation based on the key sectors of Hanjiang River.Based on the actual situation,the thesis proposed three optimization indexes including the shortest time,the lowest cost of emergency and the highest feasibility of emergency resource,so as to establish the T-C-Q emergency resources scheduling model.Through the analysis of the linear combination method,ideal point method and maximum minimum method,T-C-Q multi-objective model has been turned into a single objective optimization model,analyze and compare the particle swarm optimization algorithm,the optimal solution of single objective optimal Lagrange multiplier method and genetic algorithm to solve the transformation,with the result to determine the final resource transportation scheme.By analyzing the standard process of emergency rescue on the Yangtze River made by the relevant departments and states.The emergency disposal process for Hanjiang river has been made based on the specific waters.Then this paper analyses the requirements of emergency decision system,transportation function design,process design,and analyze with case diagram.The overall structure of the emergency decision system is proposed,and then analyze the E-R model and the establishment of emergency decision system database.In the end,this paper introduces the relevant development technology of the emergency decision system,and develops a set of waterway traffic emergency decision systems and presents the five function modules based on B/S framework.The thesis tested the system with the analysis of data on Yangtze river and hanjiang river,showing that the emergency decision system mentioned in the thesis can greatly improve the efficiency of emergency rescue,and the transportation emergency information level has been significantly improved.
