Inland waterway transport is one of the important components of the transportationsystem, and is popular in hazardous chemical transportation because of its low cost,large capacity and low energy consumption. With the steady growth of inland waterwaytransport of hazardous chemicals, it comes the safety problem, therefore emergencymanagement of hazardous chemicals by inland waterway transport is attracted greatattention by the government and enterprises.Hazardous chemicals transportation emergency management mainly includes twoaspects of advance prevention and control and afterwards relief. In afterwards relief,storage of emergency materials is the premise to ensure the rescue efficiency. Under thebackground of hazardous chemicals of the upper Yangtze River in Chongqing, the paperapplied the general emergency material reserve management theories to emergencymanagement of hazardous chemicals by inland waterway, on the basic of the fieldresearch on hazardous chemical transport enterprises, ports and terminals in Chongqing.And combining with the characteristics of emergency materials of hazardous chemicalsby inland waterway, the problem of emergency materials reserve strategy wasresearched.Firstly, the article used AHP and cluster analysis to classify inventory ofemergency materials for inland waterway transport of hazardous chemicals. Combinedwith the emergency materials of inland waterway transport of hazardous chemicals, theevaluation system was established. On the basic of determining the index weight byAHP, the article classified the inventory of emergency materials by cluster analysis anddetermined the final classification scheme by clustering validity function.Secondly, the method of (S, s) was used to emergency materials reservemanagement, and established reserve management strategy for inland waterwaytransport of hazardous chemicals. Under the condition of negative exponent distributionrequirements, the model of (S, s) was set up considering ordering cost, inventory cost,shortage cost and expire cost. The expression of the maximum inventory S was given.And the safety stock s was worked out by Lambert W function. On the basis, the articlesimulated each parameter in the model of maximum inventory and safety stock. And theresults indicate that the maximum inventory and safety stock of emergency materials for the inland waterway transport of hazardous chemicals are affected by the stock loss,inventory cost, expired loss, and expired rate, but the ordering cost can only impact onthe safety stock.Thirdly, by linear programming theory, the article built the expiration datemanagement model for inland waterway transport of hazardous chemicals. On the basicof that the reserves were known, the linear programming model of expiration datemanagement was established considering the supplier and reserve joint repurchase.Then the article figured out the conditions of scrap and discount processing, anddetermined the cycle of discount processing. The sensitivity of each parameter in themodel was simulated and analyzed. The results indicate that the stock loss does notaffect the expiration date management, unit inventory holding cost only works for thechoice of expiration date management mode, and has no effect on the discountprocessing cycle. The discount processing cycle is most sensitive to the purchase anddiscount price.Finally, under the field survey data, taking A Chemical Terminal as example, thearticle carried on the empirical analysis to emergency material reserve managementstrategy for inland waterway transport of hazardous chemicals,then verified the validityof the models.
