PPP contract is a long-term contract,the desired effect of cooperation is difficult to be achieved if the trading parties suspicion of each other.only trust can motivate parties to maintain a strong willingness to cooperate,and improve transaction efficiency.So trust is essential to the success of PPP projects.Trust is evolving dynamically,and inappropriate trust will bring risk.Control has an impact on trust as a way of inhibiting risk,and appropriate control is essential to the long-term maintenance of trust.But there are differences in the existing literature on whether control is a positive or negative influence on trust.Since the diversification of social role of the private sector in PPP projects in China is different from the other countries distinctively,the role perception on the relationship between control and trust were discussed.Management suggestions to the public based on conclusion is puts forward.main contents of the study include the following three aspects.(1)The conceptions of role perception of the private is established and matched.literature review of role theory were summarized.Based on the essence of the role,the conceptions of role perception of the private is established.The role relationship transaction parties are usually divided into two types,namely,business relationship and friend relationship.On this basis,four types of the private in PPP projects were obtained through analyzing PPP projects at home and abroad.According to the characteristics of the private enterprise types,four types of role perception of the private in PPP projects are identified,namely father-son relationship,brotherhood relationship,friend relationship and trading relationship.(2)Revealing the mechanism of control-to-trust under the regulation of the private role perception in contracting stage of PPP projects.Firstly,the corresponding typical PPP cases were chosed on the basis of four types of role perception of the private sector,Secondly,this paper identifies the key points of control of the national standard to have a certain range and the specific project requirements according to the research results of the PPP project contract control.The key points of the control effect are the output standard,the investment responsibility,the performance guarantee,the guarantee proportion,breach of contract,breach of contract,etc.For the above key points to collect second-hand information.On this basis,from the text data analysis,get the influence relationship between control and trust perception and the adjustment effect of the role perception.Based on this,this paper provides two points of inspiration for government departments to scientifically design the contract terms in the contracting phase.(3)Revealing the mechanism of control-to-trust under the regulation of the private role perception in implementation stage of PPP projects.Based on 4(private sector role perception:parent-child relationship,brotherhood,friend relationship and business relationship)× 2(control level high/low)completely randomized contextual simulation experiment exploresthe impact of government departmental contract fulfillment on private sector confidence perception under the regulation of private sector role perception.Firstly,four experimental situations were designed according to the four types of role perception in the private,high/low levels of control are described separately for each situation,and pre-experiments are performed after that.Secondly,the questionnaires were distributed,and the data were analyzed with SPSS 21.0 software.The data processing results show that the role perception of the private has a significant moderating effect on the relationship between contract performance control and capability trust perception,and goodwill trust perception.
