Study On Constructing Six Tips Management Mode In The HSE Of Refinery Enterprises Grassroots Units

With the rapid boom of economic,China petroleum and petrochemical industry has grown by leaps and bounds since 1990 s.Meanwhile,the whole level of the HSE management is also improved.Enterprises have pulished their HSE management system separately,and made certain progress in improving consciousness and system perfection.However,major accidents still occur occasionally,leading to heavy economic losses and great damage to people and economy.Through deep analysis of various kinds of domestic and overseas accidents,some conclusions are reached that accidents come from grassroots units and occur on the working site,while the underlying cause leading to the accidents is management defects,and highlighted as primary level management defects.Currently,the establishment and operation of the HSE management system is mainly based on the level of head office and branch office.However,there exist some problems,such as lack of systemicness & operability and narrow coverage,on implementation of system elements to primary level management contents,management procedures and management standards as well as the high risk control activities,etc.Thus,it should be attached great importance on eliminating primary level management defects of HSE management system and establishing a scientific HSE management mode combined with the practice in primary level to prevent and control accidents.Based on the systematic research of the HSE current work status at primary level,“Six Tips Management Mode in the HSE of Refinery Enterprises Grassroots Units”(hereinafter referred to as “grassroots units six tips management mode”)was proposed for the first time by combining with the management experience of the author.Theoretically,this mode is strongly supported by the ten factors of Sinopec HSE management system with the six key links including management norms,high risk operation control,emergency disposal,process records confirmation,safety engineer supervision and continuous improvement.Moreover,the process and mechanism of HSE management in primary level was re-engineered by improving the original extensive management mode of the grassroots units,disorderly management contents and scattered file records to make them more integrated,scientific,systemic and normal.It is successfully operated in Sinopec Nanyang Energy and Chemical Co.,Ltd(hereinafter referred to as Nanyang Energy and Chemical Co.,Ltd.).And it is practical and meaningful for the HSE management of worldwide refinery enterprises grassroots units as well as accidents prevention and control.
