Research On Food Safety Supervision In Circulation Area Of Laoting County

From “Sanlu milk powder incident" in 2008 to Shanghai fake milk powder incident in 2016,the food safety problems we face seems to have not been effectively curbed.The party and the government must face the subjects that do a good job in food safety regulatory to response to the people concerned.The field of circulation,as food from farmland to dining table one part of the whole process of operation,has a lot of features,such as the high food business operator number and high contact with the consumer.Therefore,completing the circulation of food safety supervision work is related to the image of the party and government,related to the vital interests of consumers.This paper use the methods of literature study,empirical analysis,comparative research and some public management related theories such as integrity of management,government regulation,new public management to put forward questions,observe phenomena,analyze the reasons and offer solutions.Firstly analyzes the supervisory duties,institutional setup and personnel condition of the Laoting County market supervision and administration,on the basis of combing the Laoting County food safety regulatory problems in the circulation field,these problems mainly include the function of county government and township-village government are not sufficient;county market supervision administration faces the lack of staff and the structure of the aging,the great amount of supervision,institutional reform does not reach the designated position;the operators of repeated violations,consumer safety concept backward and rights protection ability is insufficient;the law environment needs to be improved.Secondly,the causes of these problems are analyzed.Finally,on the basis of foreign experience,from the deepening of the reform of government institutions,strengthen capacity building of food safety supervision departments,improving the cost of illegal business of food and consumer protection coping ability,strengthen the law environment construction and put forward some good food safety supervision work circulation countermeasures.This paper can enrich the basic materials and theoretical research results in theory,in practice can provide some valuable methods for the circulation of food safety supervision in Laoting County,and to provide reference for similar situations.
