The Poverty Alleviation And Development Policy Was Implemented In The Bijie Experimental Area

Since the state council approved to establish Bi Jie Test Area in 1988,They made a series of policies concerning supporting the poor to better enhance their development.Under the guideline of these policies and taking sustainable development as its goal,BiJie mainly focused on helping the poor,ecological construction and population control.Meanwhile,they set a good example for ‘recent development and made practical exploration for future development'.Therefore,they made great achievement in economic development,ecological construction and population control.As a result,more and more people got rid of poverty,BiJie economic structure was deeply changed and the environment was effectively protected.They got useful experience during the process which provide important reference for helping the poor in similar places.Based on national policies concerning helping the poor and combing local condition,BiJie made many reasonable policies to improve its economic,social and environment.However,there are still some weakness about these policies which include lock of legal protection,influence of targeting mechanism,unfairness of funding using and management,and the negelance of the poor's subjuctivity.This article aims to research the supporting policies in BiJie,and deeply analyse the local condition,population control and ecological construction.By summarizing the achievement during complementing the policies,they also analysed the weakness.To solve these problems,this article managed to provide practical advice to improve the policies and their complementation.
