Research On The Reform Of Shantytowns In Kaifu District Of Changsha And Its Risk Assessment

With the rapid development of China's economy in recent decades,urbanization has become a central part of the new round of economic development in China.While renovation of shanty towns is a part of the urban planning and construction development.It is an effective way to achieve industrialization and urbanization.Since 2008,the shanty town renovation has been included in the town of affordable housing projects,and developed rapidly in the whole country.But there are still some problems,such as having difficulty in demolition,capital shortage and so on.Therefore,it is significance in theoretical and practical to do e research on shantytowns transformation.The theory and current application research of shanty towns transformation at home and abroad are deeply analysized in this article.Researches on shanty towns abroad are mainly about the slums of reform and urban renewal,while in China,they are mostly about the areas of shanty towns,and related problems and solutions in the view of shantytowns,and summed up that shantytown renovation should be based on local actualTaking Shantytowns construction projects in Kaifu District of Changsha as the research object,location information,cultural content,road and architecture were analyzed.The results of the research indicates that living conditions are very bad,with 41 shantytowns,1.99 million square meters of total building area,135.8 hectares of the total area and more than 21000 households.It made a brief analysis about relevant specifications of shanty towns,planning objects and principles.The article summarized the previous work policy about "four increase two decreases" "project first" and present making efforts to construct a one axis with three parts and five nodes overall structure of the current planning,problems about heavy task,demolition difficult,lack of money of the shanty town development were put forward.According to shantytown renovation project resettlement in Kaifu district of Changsha,guidelines for implementation on state-owned land and collective land were introduced in this article,problems and difficulties caused by the implementation guidelines were also introduced.Finally project risk is identified and assessed through the methods of risk management based on some implementation methods of the shantytown renovation.For the risk control,firstly,some measures was given respectively according to different land.And then the view about strengthen the public opinion guide and housing security was put forward.Some development thought on shanty town renovation were also come up with,firstly,Institutional innovation,we can make some incentive policy.Secondly,providing diversity ways of shanty town renovation.Thirdly,optimize the spatial relationship between the transformation of the region and the city.
